Son yıllarda klasik devlet anlayışının değişimiyle birlikte kamu hizmeti kavramı ve içeriğinde de ciddi dönüşüm yaşanmaktadır. Bu dönüşüm kapsamında birçok yeni kavram ve uygulama gündeme gelmektedir. Süreç ise yeni sağ politikaların hâkimiyetinde şekillenmektedir. Yeni sağ düşünce, ekonomik liberalizmden ve yeni muhafazakârlıktan aldığı görüşleri uygulamaya aktarabilmenin en kolay yolu olarak kamu yönetimlerini görmüştür. 1970’lerde ortaya çıkan yaklaşım, Thatcher’ın İngiliz Muhafazakâr Parti lideri olarak 1979 yılında iktidara gelmesi ve ABD’de ise 1980’de Reagan seçimleri kazanması ve yeni muhafazakârlık ilkelerini uygulama-ya koymasıyla, kamu yönetimlerinde etkin olmaya başlamıştır. Yeni sağ son yıllarda kamu yönetimini özel sektör modelleri ile etkilemeye çalışmaktadır. Bu süreçte özelleştirme, serbestleştirme ve yerelleştirme uygulamaları, bu modelin oluşum sürecinde kullanılan temel araçlar olarak dikkat çekmektedirler. Yeni sağ politikaların kamu hizmeti anlayışını İngiltere’de Thatcherizm ile ABD’de ise Reaganizm ile doğrudan etkilediği bu süreç Türkiye’de de karşılık bulmuştur. Ülkede 12 Eylül 1980 askeri darbesinden sonra Turgut Özal liderliğinde iktidara gelen Anavatan Partisi hem İstanbul hem de Anadolu sermayesinin desteğini alarak önemli değişimlere imza atmış ve uyguladığı yeni sağ politikalarla Özalizm adı verilen yeni bir süreci başlatmıştır. Bu çalışmada söz konusu süreç ayrıntılı olarak incelenecektir.
In recent years, with the change in the concept of the classical state, the concept of public service and its contents have also been seriously transformed. In this transformation, many new concepts and practices are presented. The process is formed in the rule of the new right-wing policies. The new right-wing thought has seen public governments as the easiest way to translate their views from economic liberalism and the new conservation to practice. The approach emerged in the 1970s, with Thatcher coming to power in 1979 as the leader of the British Conservative Party and in the United States in 1980 winning the Reagan elections and implementing the new principles of conservation, began to become effective in public governments. In recent years, the new right is trying to influence the public administration with private sector models. In this process, the practices of customization, liberalization and localization are highlighted as the basic tools used in the process of the formation of this model. The understanding of the new right-wing policies of public service in Britain and the U.S. has been directly influenced by the process with Reaganism in Turkey. After the 12th September 1980 military coup in the country, the Motherland Party, which came to power under Turgut Özal's leadership, signed significant changes by taking the support of both Istanbul and Anadolu capital and with the new right-wing policies it applied, launched a new process called Özalizm. In this study, the process will be examined in detail.
In recent years, there has been a serious transformation in the concept of public service and its content with the change of classical state understanding. Many new concepts and prac-tices are on the agenda within this transformation. The process is shaped by the dominance of new right politics. The new right idea has seen public administrations as the easiest way to transfer ideas from economic liberalism and new conservatism to practice. The approach that emerged in the 1970s began to become effective in public administrations, with Thatcher's leadership as British Conservative Party leader in 1979 and the US winning the Reagan election in 1980 and implementing new conservatism principles. The new right has been trying to influence public administration with private sector models in recent years. In this process, privatization, liberalization and localization applications are the main tools used in the process of formation of this model. This process, in which new right politics directly affects public service understanding with Thatcherism in England and Reaganism in USA, has been adopted in Turkey. Following the military coup of September 12, 1980 in the country, the Anatolian Party, which ruled under the leadership of Turgut Ozal, has taken the lead of both Istanbul and Anatolian capital and has made significant changes and started a new process called Ozalism with new right policies. In this study, the process will be examined in detail.
