The Republican era of Turkish Higher Education has been shaped under the extraordinary political conditions of country. Fort hat, Turkish higher education could not be able to produce its own core values in the sense of academical and administrative tradition. It is impossible for an higher educational area which is dominated with an authoritarian perception to produce an institutional and academical culture which will produce universal values. In this article we will firstly deal with the procedures for governance of higher education in the Republican Era with its historical background beginning from Darülfünun experience. Then, the 1982 Constitution with the constitutional and the Higher Education Act of 2547 placed a legal framework with the selection and appointment of the rector brought the issue within the framework of discussions on the proposals will be discussed. Into the solution of the issue with a critique of these proposals will be put forward a theoretical framework. Associated with historical breaks in higher education reform efforts because of the unusual cyclical conditions did not occur in a healthy intellectual level is obvious. Therefore, it is significantly important to discuss the essential and incidental issues of all types of higher education system independently from any conditioning.
