Uluslararası ilişkilerin gerçek aktörü olarak devletleri gören geleneksel kuramların etkisindeki vekâlet savaşları literatürü, Yemen İç Savaşı’nda bölgesel güçteki devletleri merkeze alıp Yemenli aktörlerin hareket kabiliyetini çok sınırlı görmektedir. Şüphesiz doğruluk payı olan bu yaklaşımdan hareketle müvekkil – vekil ilişkisini sadece tek taraflı ilerleyen şekilde varsaymak ne kadar doğrudur? Yemen, tarihi boyunca dış müdahalelere açık olmuş ve bu olgu 2015 sonrası dönemde daha görünür bir hal almıştır. Bu dönemde güçlenen İran – Husiler ilişkisi, genellikle bölgesel nüfuz mücadelesi çerçevesinde İran’ın merkezde olduğu analizlerle ele alınmaktadır. Ancak bu çalışma, İran’ın Husilere olan desteği üzerinden Husileri salt etkisiz bir vekil olarak gören literatürü eleştirmekte olup vekâlet ilişkisinin çok yönlü, çok taraflı ve çok boyutlu olduğunu değerlendirmektedir. Sonuçta devlet-dışı aktörlerin devletleri, bölgesel sistemi ve bu sistemdeki güç dengesini şekillendirme kapasitelerini göz önüne alarak Husilerin konjonktürel gelişmelerden faydalanıp kendi mücadelelerini bölgeselleştirerek İran’ı savaşın içine çekip kendi güçlerini arttırdıklarını, aynı zamanda İran’la ilişkilerinde geniş bir manevra alanı oluşturabildiklerini savunmaktadır.
The literature of warfare under the influence of the traditional theories that see the states as the real actor of international relations, takes the states in the regional power at the center of the Yemeni Civil War and sees the Yemeni actors’ ability to move very limited. Without a doubt, how true is it to assume the customer-advocate relationship by moving from this approach, which is part of truth, in a way that progresses only unilaterally? Yemen has been open to external interventions throughout history, and this phenomenon has become more visible in the period after 2015. The Iranian-Hussein relations, which were strengthened during this period, are often addressed by the analysis of Iran’s center in the framework of regional influence struggle. However, this study criticizes the literature that, through Iran’s support to the Husseins, sees the Husseins as simply an ineffective representative and assesses that the representative relationship is diverse, multilateral and multi-dimensional. After all, taking into account the capacity of non-governmental actors to shape the state, regional system and power balance in this system, he claims that the Husseins have taken advantage of the conjunctural developments and regionalized their own struggles by pulling Iran into the war and increasing their own forces, and that they can also create a wide maneuver space in their relations with Iran.
