YÖNETİMDE ÖRGÜT KÜLTÜRÜ İLE MOBBİNG İLİŞKİSİNİN YERİ VE ÖNEMİ

Abstract:

Bu çalışma ile örgüt kültürüyle mobbing ilişkisinin doğru anlaşılarak yönetime etkisi olup olmadığının tespiti, sonuçlar üzerinden çözüm önerileri üretilmesi ve önleyici tedbirlerin neler olabileceğinin belirtilmesi amaçlanmaktadır. Bu bağlamda çalışma kuramsal, tarihsel, betimleyici ve açıklayıcı bir nitel araştırma özelliği taşımaktadır. Kamu ve özel sektör kurumlarında karşılaştırmalı yapılan çalışmaların yetersizliği göz önünde bulundurularak, çalışmanın konunun teorik alt yapısını oluşturmak adına alana faydalı olacağı düşünülmektedir. Söz konusu ilişkinin tespitine yönelik yapılan bu çalışmada en büyük zorluk, Aile, Çalışma ve Sosyal Hizmetler Bakanlığı’nın, Alo 170 Hattına gelen mobbing mağdurlarına ait sayısal verilerin tamamını yayınlamamasıdır. Makalede Alo 170 Hattı 2013-2015 yıllarına ait veriler grafik haline getirilerek bunların dışında reel bir bulgu bulunamadığından istatiksel analizler yapılamamış ve inceleme kısmı genişletilememiştir. Özel ve kamu sektörü ayrımı yapılmaksızın; güçlü örgüt kültürünün mobbing davranışlarının oluşmasını engellediği, zayıf bir örgüt kültürünün ise mobbingi tetiklediği; başka bir perspektifle yaklaşılırsa, mobbing davranışlarının da örgüt kültürünü zayıflattığı, dolayısıyla tüm bu ilişkinin örgütsel yönetimi etkilediği sonucuna varılmıştır.

The place and importance of the MOBBING relationship with the MOBBING culture in management

Abstract:

This study is aimed at determining whether the relationship between the organization and the culture of harassment is correctly understood and whether it has an impact on the administration, producing solutions proposals through the results and indicating what preventive measures can happen. In this context, the study carries a theoretical, historical, illustrative and explanatory quality research character. Given the lack of comparative studies in public and private sector institutions, it is believed that the study will be useful for the field in order to create the theoretical substructure of the subject. The biggest challenge in this study to identify the relationship is that the Ministry of Family, Work and Social Services has failed to publish the full number of data of the victims of harassment from the Alo 170 Line. In the article, the data of the Alo 170 Line 2013-2015 years were graphically made and there was no real findings other than that, statistical analyses were not made and the review part was not extended. The private and public sector, without any distinction; the strong organizational culture prevents the formation of harassment behaviors; the weak organizational culture causes harassment; if approached from a different perspective, the harassment behaviors also weaken the organizational culture, and therefore all this relationship affects the organizational management.

Abstract:

In this study, it is aimed to properly understand the relationship between organizational culture and mobbing and identify whether it has an effect on the management, to produce solutions on the results and to specify the preventive measures. In this context, the study is an explanatory qualitative research containing theoretical, historical, descriptive features. Considering the insufficiency of comparative studies in public and private sector institutions, it is thought that the study would be beneficial for theoretical field of the subject matter. The fundamental challenge in this study has been the Ministry of Labor and Social Security’s not publishing all the numerical data belonging to the victims of mobbing delivered by Alo 170 Line. After date belongs to 2013-2015 years concerning Alo 170 was formed into charts, statistical analyses could not be conducted and the review part could not be expanded since any real evidence could not be found in this article except for this data. It is concluded that strong organizational culture prevents the formation of mobbing behaviors and a weak organizational culture triggers mobbing regardless of public or private sector. In other words, mobbing behaviors also weaken the organizational culture, and thus, the whole relationship between mobbing and organizational culture influence the organizational management.
