Siyasi partilerin temel amacı iktidarı ele geçirmektir. Bu amaç doğrultusunda yürüttükleri faaliyetler çerçevesinde bir ülkedeki mevcut seçim sistemine göre farklı ittifak arayışları gündeme gelmektedir. Türk siyasal hayatı incelendiğinde çok partili hayata geçiş sürecinden sonra 1957 yılında siyasal ittifakları engellemeye yönelik ilk yasal düzenleme gerçekleştirilmiş olmasına rağmen yasal mevzuatın dolaylı yoldan aşılmasıyla siyasal ittifakların oluşturulduğu görülmektedir. 2018 Cumhurbaşkanlığı hükümet sistemine geçişe kadar yasal bir temeli olmayan siyasal ittifaklar 2939 sayılı Milletvekili Seçim Kanunu’nda yapılan değişiklikle yasal zemine kavuşmuştur. İttifak kelime anlamı olarak anlaşma, bağlaşım olarak ifade edildiğinde açık bir müzakere sürecini de beraberinde getirmektedir. Bu müzakere siyasal uzlaşmanın temel şartıdır. Çalışma, Türkiye’de 2018 sonrası kurulan Cumhur İttifakı ve Millet İttifakını siyasal uzlaşma, katılımcılık, güven, ortak hedefler ve uzun vadeli iş birlikleri çerçevesinde değerlendirmeyi amaçlamaktadır. Bu kapsamda Cumhur İttifakı ve Millet İttifakı’nın oluşum süreçleri eleştirel söylem analizi çerçevesinde incelenmiştir. Çalışma sonucunda elde edilen veriler ışığında, örnek olarak seçilen her iki ittifakın temel zeminini ideolojik benzeşme ya da ortak ideolojik zemin oluşturduğu söylenebilir.
The main purpose of political parties is to seize power. Within the framework of the activities they carry out for this purpose, different alliance searches come to the fore according to the current election system in a country. When Turkish political life is examined, it is seen that although the first legal regulation to prevent political alliances was made in 1957 after the transition to multi-party life, political alliances were formed by indirectly exceeding the legal legislation. Political alliances, which did not have a legal basis until the transition to the 2018 Presidential government system, gained a legal basis with the amendment made in number 2939 Milletvekili Seçim Kanunu. When the word alliance is expressed as agreement, it brings with it an open negotiation process. This negotiation is the basic condition of political reconciliation. The study aims to evaluate the Cumhur Alliance and the Millet Alliance, established after 2018 in Turkey, within the framework of political consensus, participation, trust, common goals and long-term cooperation. In this context, the formation processes of the Cumhur Alliance and the Millet Alliance were examined within the framework of critical discourse analysis. In the light of the data obtained as a result of the study, it can be said that the basic ground of both alliances chosen as an example is ideological similarity or common ideological ground.
