Abstract:

E-democracy, which claims that liberal democracy produces practices to overcome the representative crisis, claims that the use of information and communication technologies in a country increases the interaction between state and citizen and increases the capacity of democratization. This study has sought to show how effective e-democracy is in expanding the participatory democracy phenomenon in an imaginary framework. Many studies that claim that information and communication technologies increase the impact on political participation suggest that political actors use social media within the framework of information and communication technologies. However, in response to all these positive contributions and expectations of e-democracy practices to participating democracy, some social scientists point out that these practices occasionally reveal the principle of reconciliation and tolerance, which is one of the most fundamental elements of digital division and group polarization democracy. On the other hand, the electronic panopticism created by the e-democracy practices causes a restrictive and passive effect rather than liberalizing citizenship in political participation, which destroys the image of participating democracy that citizenship is established as an effective political actor.
