Abstract:

These reports show the development and progress of the Member States to the Union and also the harmony of the Member States to the Union and the proximity of the Candidate States for membership are evaluated in these reports. One of the important issues evaluated in EU progress reports is the Justice, Freedom and Security Policies indicated in the 24th Chapter. The main aim in this article is to make an analysis of the “Security” situation in European Union progress reports. In this study, the analyses are made using the method of Content Analysis. The progress reports prepared by the European Union are dealt with in terms of semantics rather than syntax and the contents of the texts are analyzed in tables manually classified according to the specific classification. This study is based on the investigation of the progress reports prepared by the EU Commission between the years of 1998-2013
