Abstract:

Countryside administrations are the first and long established administrative unit found in national legislation with an important place in Turkish public administration. In spite of having numerous duties and responsibilities in the legislation, a considerable part of the functions expected from the countryside is undertaken and met by the central administration. The countryside whose juristic personalities, budgets and employees are guaranteed in the constitution are insufficient in meeting many needs. The regulations aimed at the countryside being outdated, the financial source difficulties and being understaffed are among the reasons requiring the support of central administration. The needs that are not met and the problems that are not solved accelerated the migration to the towns and the population in the countryside decreased. The intensity of the population in the towns caused important development differences between the countryside and the towns besides many urban problems. Within the scope of this study, the definition of the countryside, legal entity, its existing place in the legal world, budget process and the inspection are scrutinised and suggestions are made regarding the things that can be done for the countryside administrations to become more functional. In this study, literature review is preferred and prevailing Turkish national legislation is betaken particularly. Providing contribution to the literature in the field work ( yazın dünyası değil yazın kullandım, daha dogru geldi, atlanmaması gerekliyse literature world diyebilirsiniz) and increasing the studies aiming at constituting countryside administrations where the needs of people living there are met efficiently, quickly and easily is the ultimate objective of the study.
