Abstract:

Social dialogue, which is one of the basic concepts of working life; It includes all kinds of information sharing, consultation or negotiations that affect working life, economic and social policies between government, workers and employer representatives or only between employer and worker representatives.Social dialogue aims to develop methods for resolving economic and social problems, reducing discrepancy between different segments of society, and ensuring peace, tranquility and harmony both in working life and in economic and social life. Social dialogue finds a basis for implementation both at the business and sectoral level, as well as at national, regional and international levels.Social dialogue has an important role in Turkey, institutions related to dialogue have been established at the national level, various mechanisms have been developed and legal arrangements in this field have been made in Turkey. However, despite the legal bases and institutions established for social dialogue, effectiveness of social dialogue mechanisms are discussed. In this study, a literature study and legislation review related to social dialogue were carried out as a method. In this context, the study; by including the definition of the concept of social dialogue, it analyzes the problems that arise in the functioning of the social dialogue mechanisms at the national level in Turkey, points out the necessity of establishing monitoring mechanisms in order to improve the existing mechanisms by eliminating their deficiencies and to ensure effective social dialogue, and aims to develop a proposal within this scope.
