It is known that about 55 of the governors of Cilicia who functioned in the Republic and Principate. But, on the ancient historical sources, there are information about only three of them were charged with crimen maiestas (treason) and repetundae (extortion and bribery) after their misgoverment of Cilicia. First is Appius Claudius Pulcher who governed Cilicia in 53-51 B.C. Appius was charged with mismanagement of taxation, inordinate requsitions from provincials, forcing provincials to sent legates to Rome, bribery and extortion. But he was acquitted by supports of his son-in-law Brutus who was the murderer of Caesar, his friend Pompeius and their partisans. The others are, named “Cilician pirates” by Juvenal, Cossutianus Capito who performed as legatus of the Syrian governor in Cilicia Pedias before 57 A.D and L. Octavius Memor who governed provincia Cilicia in 76/77- 77/78. According to Tacitus, in 57 A.D., Capito was judged and discharged from the Senate. But, in 62 A.D., he was restored to a senator’s rank on the intercession of his father-in-law, Ofonius Tigellinus. There isn’t another source relating to judging the other Cilician governor identified with L. Octavius Memor by Helmut Castritius. However, the statement of Juvenal points out that L. Octavius Memor was charged with crimen repetundae and discharged from the Senate; but, in the consequence of his social status and individual relations, he returned to the Senate
