In the new political surroundings formed after the Turkish Federated State of Cyprus (TFSC) was proclaimed, inter-communal negotiations were continued by the attempts of the Turkish side taking initiative on the purpose of achieving a realistic, politically equal and sustainable agreement for the Cyprus conflict. Nevertheless, a ‘long-term combating strategy’ implemented by the Greek-Greek Cypriot duo and particularly Papandreu’s policy of carrying the Cyprus question onto international platform blocked to have a result by negotiations. Having attempted intensively, the Greek Cypriots placed inter-communal talks on one side and put the conflict on the agenda of the United Nations. Prepared by the Non-aligned countries, the resolution of 13 May 1983 that clearly supported the Greek Cypriot side was adopted by U.N. General Assembly, which attracted harsh reactions from Ankara. Therefore, Turkey and the Turkish Cypriots definitely rejected this resolution. This resolution of the U.N. General Assembly unavoidably required Turkey to make new policies. As the inter-communal talks were deadlocked and the new attempts remained inconclusive, the Assembly of TFSC, taking a historical resolution on 15 November 1983, proclaimed independent Turkish Republic of Northern Cyprus (TRNC). Upon this progress some developments came into question.
