Kalkınma, tüm ülkelerin gündeminde olan konulardan biridir. Zamanla kalkınmanın kapsamı değişmiş ve sürdürülebilir kalkınma hedefleri ortaya çıkmıştır. Kalkınmanın sürdürülebilir olması ve refahın yükseltilmesi için ekonomik düzenlemeler tek başına yetersiz kalmaktadır. Sosyal alanda düzenlemelerin yapılması, hizmetlerin erişilebilir olması, her kesimin üretime katılabilmesi bütüncül ve sürdürülebilir kalkınma için önemli noktalardır. Öte yandan, merkezi kamu hizmetlerinin yerele ulaşmasında ihtiyaçların tespiti ve artan bürokratik süreçler gibi çeşitli zorluklar yaşandığı bilinmektedir. Bu nedenle özellikle yerel kalkınmanın sağlanmasında yerel kuruluşların daha aktif olması beklenmektedir. Bu bağlamda sivil toplum kuruluşlarının da kalkınma sürecinde önemli rolleri bulunmaktadır. Sivil toplum kuruluşlarının yerele ulaşması, hizmet götürmesi, vatandaşlarla birebir temasa geçmesi daha kolaydır. Sivil toplum kuruluşları yürüttüğü projelerle her düzeyde kalkınmaya destek olabilmektedirler.Bununla birlikte, kalkınmanın sağlanması için toplumun tüm kesimlerinin üretim süreçlerinde aktif olarak yer alması gerekmektedir. Bu çerçevede kadınların da kalkınma sürecine dahil edilmesi önemlidir. Kadın girişimcilerin desteklenmesi hem kadınların sosyal statülerinin gelişmesini hem de kalkınmanın sürdürülebilirliği için nüfusun çoğunluğunun üretime katılmasının sağlanmasında etkili yollardan biridir.Bu çalışmanın amacı kadın girişimcileri destekleyen sivil toplum kuruluşlarının yerel kalkınmaya etkisinin değerlendirilmesidir. Bu kapsamda, Türkiye’de kadın girişimciliğine yönelik destekleri ile öne çıkan KAMER (Kadın Merkezi), KAGİDER (Türkiye Kadın Girişimciler Derneği) ve KEDV (Kadın Emeğini Değerlendirme Vakfı) olmak üzere üç STK’nın faaliyetleri incelenmiştir. Kadın girişimcileri destekleyen sivil toplum kuruluşlarının yerel kalkınma üzerindeki etkisi tartışılmıştır.
Development is one of the topics on the agenda of all countries. With time, the scope of development has changed and sustainable development goals have emerged. Economic arrangements alone remain insufficient for sustainable development and prosperity. The implementation of social regulations, the availability of services, the participation of each sector in production are important points for comprehensive and sustainable development. On the other hand, it is known that central public services are facing various challenges, such as the identification of needs and the increasing bureaucratic processes. Therefore, it is expected that local organizations will be more active, especially in the provision of local development. In this context, civil society organizations also play an important role in the development process. It is easier for civil society organizations to get to the local, to take service, to get in touch with citizens. The civil society organizations can support development at all levels through their projects; however, to ensure development, all sections of society must be actively involved in the production processes. It is also important for women to be involved in the development process. Supporting women entrepreneurs is one of the effective ways to ensure the participation of the majority of the population in production for both the development of women’s social status and the sustainability of development.The aim of this study is to evaluate the impact of civil society organizations that support women entrepreneurs on local development. In this context, the activities of three NGOs, including KAMER (Women’s Center), KAGIDER (Turkey Women’s Entrepreneurs’ Association) and KEDV (Women’s Employment Assessment Foundation) have been studied with their support for women’s entrepreneurship in Turkey. The impact of civil society organizations that support women entrepreneurs on local development has been discussed.
Development is an issue on the agenda of all countries. It is generally understood that the scope of development must change over time, and sustainable development goals are set. Economic arrangements alone are insufficient for sustainable development or for increasing welfare. Making changes in the social field, the accessibility of services, and the participation of every segment in production are important points in holistic and sustainable development. Today, the most commonly used developmental approaches are multi-actor. As one such actor, non-governmental organizations (NGOs) specialize in their specific fields and provide support where the state cannot. However, NGOs are not simply actors supporting the state; they act as main actors as well.It can be difficult for state administrations to reach local environments, limiting the ability to deliver services, allowing NGOs a role in providing services and contacting people one-to-one. NGOs support development at all levels through the projects they carry out.On the other hand, integrating women into development and supporting women entrepreneurs enables the majority of the population to participate in production for both the development of women’s social status and the sustainability of development.This study evaluates the impact of NGOs supporting women entrepreneurs on local development. In this context, the activities of three NGOs, which are outstanding for their support of women’s entrepreneurship, are examined, namely, KAMER (Women’s Center), KAGIDER (The Women Entrepreneurs Association of Turkey), and KEDV (Foundation for the Support of Women’s Work). The impact of NGOs on women entrepreneurs on local development is discussed.
