Özet:

The impact of globalization on the world is the move of competition to the global level. In a global world where competition is increasingly violent, innovation is the basis for the possibility of countries to continue to exist. The concept of innovation, which has a complex structure, is attempted to be solved by national innovation systems and innovation policies. The study examined the national innovation systems and policies of the United States, the United Kingdom, from the countries considered to be the leading in innovation indicators. Together with these countries, Turkey’s national innovation system and policies have been discussed. As a result of these reviews, the conclusion was that Turkey should monitor the developments in the world in terms of science and technology in detail and make the road maps that the countries use in order to these developments in accordance with their own country. While Turkey has a chance to gain impulse in science, technology and innovation by following the current developments, it is clear that ignoring this opportunity should not allow the gap between the countries that have become an information economy to be opened. In this context, considering the key points outlined in the U.S. and UK’s national innovation system and policies, findings and recommendations that can improve Turkey’s innovation performance have been presented.

The impact of globalization on the world is to move competition to the global level. In the global world, where competition isincreasingly violent, innovation is at the essence of countries' survival. The concept of innovation, which has a complex structure, is being tried to be solved by national innovation systems and innovation policies. In the study, the systems and policies of the national innovation system of the United States and England were examined as these countries are considered to be the precursors in innovation indicators. Turkey's national innovation system and policies are also analyzed with these countries. As a result of these investigations, it is concluded that Turkey needs to follow developments on science and technology in the world and also needsto adapt the road maps that are being used by leading countries developments. In this context, taking into account the key points of the American and England national innovation systems and policies, some fidings and recommendations were presented to increase Turkey’s innovation performance.
