Türkiye Cumhuriyeti’nin kuruluş aşamasından başlayarak, savaş yıllarının getirdiği maddi ve manevi zorluklara rağmen belirli bir kültür ve sanat politikasının belirlendiği görülmektedir. Yurtdışından alanında üst düzey eğitimciler getirilerek, çeşitli raporlar hazırlanmış, bu raporlar doğrultusunda sanat ve kültür politikasının ne denli önemli olduğu vurgulanarak, eğitim kurumlarında köklü değişiklikler yapılmıştır. Okulların fiziki şartları iyileştirilmeye çalışılmış, yabancı uyruklu eğitimciler görevlendirilmiş, Ankara’da yeni sanat okulları kurulmuş, yetenekli ve yaratıcı bireyler, önü açılmak suretiyle bu okullara yerleştirilmişlerdir. Bu dönemde sanat hareketleri, milli bilinç kavramı etrafında birleşmiş, yerel unsurlara aidiyet kazandırılarak, evrensele ulaşma çabasının motive edildiği görülmüştür. Anadolu görünümleri, seferberlik yılları, zaferler, köy yaşamı, şehirli insanların hayatlarından kesitler, manzaralar, istihsal, tarımla uğraşanlar, kalkınma mücadelesi, aile unsuru, okuma yazma etkinlikleri, balıkçılar, Atatürk ve silah arkadaşlarının portreleri, natürmortlar, devrimler gibi konular, cumhuriyetin ilk yıllarında ressamların öncelikli eserleri arasında yer almıştır. Anadolu’nun çeşitli illerinde açılan sergiler vasıtasıyla ressamlar halkla buluşmuş, halkın bu sergilere yeterli ilgiyi gösterdiği görülmüştür. Ressamların devlet desteğiyle yurdun çeşitli illerine giderek resim yapmaları teşvik edilmiş, bu kapsamda “Yurt Gezileri” adı altında etkinlik düzenlenmiştir. Sanatın, geniş kitlelere hitap etme gücü, yeni kurulan devlet yöneticilerinin yüksek kültür seviyelerinin göstergesi olarak önemsenmiş ve büyük şehirlerin merkezlerine dikilen anıt heykellerle, halkın gücü ve millet iradesinin farkındalığı ortaya koyulmuştur.
It is seen that starting from the establishment phase of the Republic of Turkey, a certain culture and art policy has been determined despite the material and moral difficulties brought by the war years. High level educators were brought from abroad and various reports were prepared. In line with these reports, it was emphasized how important the art and culture policy is and radical changes were made in educational institutions. The physical conditions of the schools were tried to be improved, foreign educators were appointed and by establishing new art schools in Ankara, qualified and creative individuals were placed in these schools. In this period, art movements united around the concept of national consciousness, local elements have been acquired and it has been seen that the effort to reach the universal is motivated. Anatolian views, years of mobilization, victories, village life, sections from the lives of urban people, landscapes, agriculturists, struggle for development, family element, literacy activities, fishermen, portraits of Ataturk and his comrades and revolutions were among the priority works of painters in the first years of the Republic. Artists met with the public through exhibitions held in various provinces of Anatolia and it was seen that the public showed sufficient interest in these exhibitions. Painters were encouraged to go and paint in various provinces of the country with the support of the state and in this context, an event was organized under the name of Country Trips. The power of art to appeal to large masses has been an indicator of the high cultural level of state administrators. The power of the people and the will of the nation were revealed with the main statues put in the centers of big cities.
