Küreselleşme ile birlikte, şirketler için hem iç performansları hem de tedarikçilerini de kapsayan değer zincir performansı oldukça önem kazanmıştır. Firmaların düzenli, verimli ve etkin çalışması, tedarikçileri ile olan uyumuna bağlıdır. Tedarikçileri ile koordine olamayan bir organizasyon, her ne kadar kurum içi performansı yüksek olsa bile, değişik sıkıntılar yaşayabilir. Lojistik günümüz ticari hayatının en önemli işletme konularından biridir. Şirketler ve devletler, lojistik konusunda kendilerini geliştirmekte ve bu konuda etkin olmaya çalışmaktadırlar. Bu bağlamda, Dünya Bankası 2007 yılından beri belli aralıklarla ülkelerin lojistik performasını gösteren Lojistik Performans İndeksi (LPİ)’ni yayınlamaktadır. Bu indeksin “gümrük”, “altyapı”, “sevkiyat düzenleme kolaylığı”, “lojistik hizmetlerinin kalitesi”, “izleme ve takip” ve “zamanındalık” gibi altı farklı alt boyutu vardır. Çalışmanın amacı 2007-2018 yılları arasında Türkiye’nin lojistik etkinliğini analiz etmektir. Bu çalışmada, 2007 yılından beri yayınlanan LPİ sonuçları baz alınarak Veri Zarflama Analizi (VZA) yöntemi kullanılmış, bulunan lojistik etkinlik değerleri, Türkiye ile Ekonomik Kalkınma ve İşbirliği Örgütü (OECD) üye ülkeleri arasında karşılaştırılmıştır. Araştırmanın sonunda, lojistik etkinlik bakımından Türkiye’nin OECD ülkeleri arasında son sıralarda olduğu bulunmuştur. Türkiye başta altyapı olmak üzere LPİ’nin tüm alt boyutları konusunda gerekli teknik ve yasal düzenlemeleri yapmalıdır. İlk olarak “Gümrük” alt boyutu için bakıldığında, yürürlükte olan yasalar ve mevzuatlar günümüz şartlarına göre değiştirilmelidir. “Altyapı” için Türkiye ilgili yatırımlarını hızla devam ettirilmeli, “Lojistik hizmetlerin Kalitesi ve Sevkiyat Düzenleme Kolaylığı” konularında da Türkiye kendini geliştirmelidir, “Takip ve İzleme” alanında ise devlet tarafından uydu haberleşme, telekomünikasyon, radyo frekans sistemleri gibi teknolojik altyapının verimli kullanılması sağlanmalı, özel sektör tedarik zinciri operasyonları için takip ve izlemeye yönelik faaliyetlere özendirilmeli, gıda ve ilaç gibi soğuk zincir gerektiren sektörlerde yeni yasal düzenlemeler yapılmalıdır. Zamanındalık konusunda ise firmalar kendilerini iş etiği konusunda geliştirmelidir.

With globalization, value chain performance, which covers both internal performance and suppliers, has gained great importance for companies. The company’s regular, efficient and efficient work depends on its compliance with its suppliers. An organization that cannot be coordinated with its suppliers, even if its internal performance is high, can experience various difficulties. Logistics is one of the most important business issues in today’s business life. Companies and governments are developing themselves in the field of logistics and are trying to be effective in this. In this context, the World Bank has published the Logistics Performance Index (LPI), which shows the logistics performance of countries at certain intervals since 2007. This index has six different subdimensions, such as "customs", "substance", "facility of arrangement", "quality of logistics services", "following and tracking" and "time awareness". The aim of the study is to analyze the logistics effectiveness of Turkey between the years 2007-2018. In this study, on the basis of the LPI results published since 2007, the logistics performance values found using the data coverage analysis (VZA) method, compared between Turkey and the member countries of the Economic Development and Cooperation Organization (OECD). In the end of the study, it was found that in terms of logistical performance, Turkey was among the OECD countries. Turkey must make the necessary technical and legal regulations on all sub-dimensions of the LPI, primarily the infrastructure. First of all, when it comes to the "Customs" sub-dimension, the laws and regulations in force should be amended in accordance with the current conditions. Turkey should continue its relevant investments for the "infrastructure" rapidly, Turkey should develop itself in the "quality of logistics services and facility of shipping regulation" topics, while in the "Tracking and Tracking" field the state should ensure the efficient use of technological infrastructure such as satellite communications, telecommunications, radio frequency systems, the private sector should be encouraged to monitor and monitor activities for supply chain operations, new legal regulations should be made in the sectors that require a cold chain such as food and medicine. When it comes to time-consciousness, companies need to develop their own business ethics.

In this context, the World Bank has been publishing the Logistics Performance Index (LPI), which shows the logistics performance of the countries periodically since 2007. This index has six different sub-dimensions such as "customs", "infrastructure", "ease of shipment arrangement", "quality of logistics services", "tracking and tracking" and "timeliness". The aim of this study is to analyze the logistics efficiencies of Turkey between the years 2007-2018. In this study, the logistic efficiency values found by using Data Envelopment Analysis (DEA) method according to LPI results published since 2007 are compared among the member countries of Organization for Economic Development and Cooperation (OECD). At the end of the study, in terms of logistics activities, Turkey was found to be in last places in OECD members. Turkey should make necessary technical and legal arrangements in all sub-dimensions of LPI.
