Toplumun geleceğinin garantisi olan çocukların, suç kavramı ile kullanılması önemli bir toplumsal sorundur. Dolayısı ile suç kavramı sonradan öğrenilen bir eylemdir. Çocuklara suç kavramını ve bu eylemi öğreten toplumdur. Sosyolojik bir gerçek olan suç ’un nedenlerinin ve sonuçlarının değişen koşullara göre incelenmesi daha doğru olur. Dünyada ve ülkemizde özellikle 21.yy. başlarından günümüze kadar olan zaman içerisinde çocukların suça sürüklenmesi ve şiddete maruz kalma durumu giderek artmaktadır. Dezavantajlı gruplar içerisinde yer alan olan çocuklar bireysel, ailesel, çevresel ve sosyo- ekonomik nedenlerden dolayı suça karışmakta ve itilmektedir. Ülkemiz özeline bakıldığında özellikle terör örgütlerince çocuklar kandırılarak veya kaçırılarak örgüt içerisine dahil edilmektedir. Örgüt içerisinde çeşitli eğitimlere ve şiddete maruz kalan bu çocuklar eylem yapmaya ve suç işlemeye zorlanmaktadır.Yine benzer şekilde Suriye’de terör örgütlerinin neden olduğu iç karışıklıklar ve savaş nedeniyle ülkesini terk etmek zorunda kalan aileler ve çocuklar ülkemize sığınmak zorunda kalmıştır. Büyük bir göç dalgası ile ülkemize gelen ebeveynlerini kaybetmiş ve kimsesiz çocuklarda çeşitli nedenlerden dolayı suça itilmiş veya bir şekilde suça karışmışlardır. Bununla birlikte bu çocuklar halen terör örgütleri ve diğer organize suç örgütlerinin hedefi halindedirler.Kentlerin çöküntü bölgelerinde olumsuz koşullarda yaşayan ailelerin, çocuklarının suç örgütlerinin içine çekilmesi, mağduriyetleri beraberinde getirmektedir. Aile, toplumun en önemli kurumudur. Terör ve suç örgütleri, kentlerin çöküntü bölgelerinde yaşayan, bütünlüğü bozulan aileler için en büyük tehdittir. Bu bağlamda suça sürüklenen ve mağduriyet yaşayan çocukların ötekileştirilmeden topluma kazandırılması, ülke geleceği açısından önemlidir. Devlet tarafından izlenecek politikaların, toplum barışı ve sosyal refah üzerine yoğunlaşması oldukça önemlidir. Bu çalışmada özellikle Türkiye’de suça sürüklenen dezavantajlı durumda bulunan tüm çocukların durumları gözden geçirilerek uygulanan ve uygulanması istenilen sosyal politikalara değinilmeye çalışılacaktır.
The association of children, who are the guarantee of the future of the society, with the concept of crime is an important social problem. Moreover, the concept of crime is an act learned later. It is the society that teaches children the concept of crime and this act. It would be more accurate to examine the causes and consequences of crime, which is a sociological fact, according to changing conditions.In the world and in our country, especially in the 21st century children have been inreasingly dragged into crime and exposed to violence. Children in disadvantaged groups are involved in crime because of individual, familial, environmental and socio-economic reasons. Considering the uniqueness of our country, children are deceived or abducted, especially by terrorist organizations, and are included in the organization. These children, who are exposed to various training and violence within the organization, are forced to commit crimes. Similarly, families and children who had to leave their country due to the internal turmoil and war caused by terrorist organizations in Syria had to take shelter in our country. They lost their parents who came to our country with a great immigration wave, and orphaned children were dragged into crime for various reasons or were involved in crime in some way. These children are still targeted by terrorist organizations and other organized crime organizations. The pushing of the children and families living in unfavorable conditions in the corrupted regions of the cities into criminal organizations brings about some sufferings for children. Family is the most important institution of society. Terror and criminal organizations are the biggest threat to families living in the slum areas of cities and whose integrity is broken. In this context, it is important for the future of the country to reintegrate children driven into crime and victimized without the marginalization. It is very important that the policies to beimplemented by the state should focus on social peace and social welfare.This study reviews the situation of disadvantaged children who are dragged into the crime in terms of social policies implemented to alleviate this problem.
