Abstract:

Doğurganlık oranındaki azalışa ve ortalama ömürdeki uzamaya bağlı olarak, özellikle gelişmiş ülkelerde yaşlı nüfusun toplam nüfus içindeki payının hızla arttığı bir süreç yaşanmaktadır. Yaşlı nüfustaki artış doğal olarak iş gücü arzında açığa, sosyal güvenlik harcamalarında artışa ve büyüme hızında yavaşlamaya yol açmaktadır. Böylece nüfusun yaşlanmasından kaynaklanan sorunların nasıl telafi edileceği sorusu ortaya çıkmaktadır. Çalışmada sorunun çözümüne yönelik biri otomatik diğeri müdahaleci olmak üzere iki mekanizma önerilmiştir. Otomatik mekanizma doğurganlık oranındaki azalışın gecikmeli olarak yaşlı nüfustaki yığılma hızını azaltmasıdır. Müdahaleci mekanizma kapsamında iş gücü ithali, iş gücünün niteliğinin arttırılması, sermaye yoğun üretim, kadın istihdamının artırılması, emeklilik yaşının ertelenmesi ve gümüş ekonomiden yararlanmadır. Bu politikalarla yaşlanmanın büyümeyi yavaşlatan etkisinin telafi edilebileceği ileri sürülmüştür. Japonya, İtalya ve Almanya’nın bu konudaki deneyimlerine dikkat çekilmiştir.

Abstract:

Depending on the decrease in fertility and the length in average life, it is a process in which the share of the elderly population in the total population is rapidly increasing, especially in developed countries. The increase in the elderly population naturally leads to the disclosure of labour supply, the increase in social security spending, and the slowdown in growth. The question is how the problems arising from the ageing of the population can be fixed. In the study, two mechanisms were proposed to solve the problem, one automatic and the other interferent. The automatic mechanism is that the decrease in fertility rate is slowly reducing the accumulation rate in the elderly population. In the framework of the intervening mechanism, it is the import of labour, the improvement of the quality of labour, the intense capital production, the increase in women’s employment, the delay of the retirement age and the benefit of the silver economy. These policies have suggested that the impact of aging that slows growth can be repaired. The experience of Japan, Italy and Germany in this area has been attracted.
