Dönemin siyasi-ekonomik koşullarının etkisi ve entelektüellerin özverili çabalarıyla inşa edilmiş Azerbaycan Halk Cumhuriyeti’nin parlamenter sistemin bütünleştirici gücüyle işlevsellik kazandığı bir rastlantı değildir. “Ulusların kendi kaderini tayin etme hakkı” anlayışının yarattığı siyasal ve düşünsel boyutlardaki değişimler, parlamento kurumunun belirleyiciliğine önemli derecede meşruluk kazandırmaktadır. Cemaat kavramından millet kavramına geçişin sağlanabilmesi istikâmetinde belirleyici olan Türklük, İslamlık ve Çağdaşlık gibi kavramlar parlamenter sistemin çatısı altında tarihi sürece kilit bir çekicilik atfetmektedir. Sivil, siyasi, sosyal-ekonomik ve kültürel haklar dâhil tüm demokrasi haklar millet modelinin tamamlayıcı ögesi olmanın yanı sıra “vatandaşlık” kavramı ile doğrudan bütünleştirilmektedir. Aydınlanma düşüncesinin itici gücüyle kurumsallaşan yeni siyaset anlayışı kendi kurumsal tesisini parlamento düzeyinde gerçekleştirmektedir. Özellikle parlamento kurumunun Azerbaycan’da tesisi ulus-devlet kavramı altında şekillenen bir olgunun açık tezahürüdür. Azerbaycan Halk Cumhuriyeti’nin genel tablosu 19. yüzyılda yaşamış aydınların Maarifçilik fikir dünyasının etkisiyle şekillenmektedir. A. Bakıhanov, M. F. Ahundov, H. Zerdabi’yle başlayan aydınlanma fikir faaliyetlerini modernleşme temelinde tanımlamak daha açıklayıcıdır. 20. yüzyılın başlarında yetişen yeni kuşak aydınları tarafından milli bilinç, ülke, vatandaşlık, ulus-devlet ve cumhuriyet gibi kavramlar siyaset anlayışın merkezine alınarak, kurumsallaşma seferberliği için mantıksal bir yol çizilmektedir. Bu kuşağın öncüleri arasında A. Hüseyinzade, A. Ağaoğlu, M. E. Resulzade, A. M. Topçubaşov, F. Hoyski’nin cumhuriyetçilik fikirleri kuvvetli bir yurttaşlık bilinciyle bütünleşmektedir.
The influence of the political-economic conditions of the period and the dedicated efforts of the intellectuals built the People's Republic of Azerbaijan is not a coincidence that the parliamentary system acquired functionality with its integrating power. Changes in the political and mental dimensions created by the concept of the "right of nations to determine their own fate" give considerable legitimacy to the determinability of the parliamentary institution. Concepts such as Turkish, Islamic and Contemporary, which are decisive in the status of the transition from the concept of community to the concept of nation, attribute a key attraction throughout the history under the roof of the parliamentary system. All democracy rights, including civil, political, socio-economic and cultural rights, are integrated directly with the concept of "citizenship" as well as being the complementary subject of the national model. The new political concept, which is organized by the driving force of the idea of enlightenment, realizes its own corporate facility at parliamentary level. In particular, the establishment of the parliamentary institution in Azerbaijan is an open manifestation of a phenomenon formed under the concept of nation-state. The general picture of the People's Republic of Azerbaijan is shaped by the influence of the Maarifism world of ideas of the light who lived in the 19th century. A. Bakhanov, M. F. Ahundov, H. Zerdabi began to define the idea activities on the basis of modernization is more explicit. 20 is. The new generations of light, which grown up in the early centuries, take concepts such as national consciousness, country, citizenship, national state and republic into the center of political understanding, and draw a logical path for corporate mobility. Among the leaders of this generation, A. Huseyinzade, A. Ağaoğlu, M. E. Resulzade, A. M. Topchubaşov, F. Hoyski's republican ideas are integrated with a strong citizenship consciousness.
The functionality of parliament arising from its unifying power is not a coincidence for the People’s Republic of Azerbaijan established with the effects of the period’s politico-economic conditions and the devoted efforts of intellectuals. The changes in political and intellectual aspects arising from the idea of “national self–determination” significantly legitimize the decisiveness of the parliament. The concepts such as Turkishness, Islam, and Modernity having a determining role in the way of transition from the concept of community to the concept of nation play a key role during the historical process under the roof of this institution. All the democratic rights including the civil, political, socioeconomic, and cultural rights are the complementary elements of the “nation” model and they are directly integrated with the term “citizenship”. The new political view institutionalized with the driving force of idea of “enlightenment” has established its most striking example at the level of parliament. Especially the establishment of parliament in Azerbaijan is an apparent reflection of the phenomenon shaped under the “national state” concept. The general image of the People’s Republic of Azerbaijan has been drawn by the principles of the educationalism idea of intellectuals, who have lived in the second half of 19th century. It is possible to define the intellectual activities, which have begun with A. Bakıhanov, M. F. Ahundov, and H. Zerdabi, based on the modernization. The intellectuals of new generation of the early 20th century placed the concepts such as national consciousness, country, citizenship, nation-state, and republic at the core of political opinion and it reflects the logical development in the way of institutionalization. The leaders of this generation were A. Hüseyinzade, A. Ağaoğlu, M. E. Resulzade, A. M. Topçubaşov, and F. Hoyski integrating the idea of republicanism with the strong citizenship consciousness.
