Arms manufacturing was one of the areas along side with various other industrial fields the United States of America began to emerge as a leading power in the middle of the nineteenth century. In this respect the US system of production began to be imitated both in the Europe and England due to the new techniques of manufacturing, design of the rifles, and particularly their being interchangeable. Undertaking a comprehensive military change and re-organization like the case in Russia and Egypt then, the Ottoman government also wanted to benefit from the American arms industry. This article deals with the first phase of the technology transfer between the Ottoman Empire and United States of America during the 1860s for a second time, the formal relations of the two countries began in 1830 when the transfer of technology played the sole role, albeit short, that brought the two counties closer
