Dünyada ve Türkiye’de özellikle son yirmi yılda hem kentsel hem kırsal su hizmetleri alanında su yönetimine özel sektör katılımı ve suyun ticarilesmesi gündeme gelmistir. Bu süreç özellikle “su kıtlıgı” ve “susuzluk” tehdidiyle neo-liberal ideolojiye dayalı olarak ilerlemektedir. Özel sektörü su yönetiminin isleyisine ortak yapmaya çalısan çesitli politika ve reform önerilerinin temelinde, su krizinin ancak suyun piyasa kuralları çerçevesinde yönetilmesi halinde halledilecegi öne sürülmektedir. Bu iddia dogrultusunda, son yıllarda suyun metalastırılması ve piyasalastırılmasına yönelik neoliberal politikalara küresel düzeyde islerlik kazandırılmaya çalısılmaktadır. Bunun için, küresel düzeyde çokuluslu su sirketlerinin destegiyle çesitli girisimler ve platformlar olusturulmaktadır. Bu çalısmada küresel su yönetimi ve su politikalarının yanı sıra küresel düzeyde suyun özellestirilmesi ve ticarilestirilmesi sürecinde ön plana çıkan uluslararası örgütler (Birlesmis Milletler, Ekonomik İsbirligi ve Kalkınma Örgütü (OECD), Dünya Su Konseyi, Küresel Su Ortaklıgı, Dünya Bankası ve Dünya Ticaret Örgütü gibi) incelenmektedir.
In the world and in Turkey, especially in the last twenty years, the participation of the private sector in water management in both urban and rural water services and the trade of water has come to the agenda. This process progresses in particular on the basis of the neo-liberal ideology with the threat of "water hunger" and "dryness". On the basis of the rigorous policy and reform proposals that the private sector plays to partner with the water management, the water crisis is proposed to be addressed only if it is managed in the framework of the water market rules. In this claim, in recent years, neoliberal policies aimed at the metallurization and marketing of water have been stolen to generate global insulation. For this purpose, cross-border entrances and platforms are created with the plateau of multinational water circuits globally. This study examines global water management and water policies, as well as international organizations leading in the process of water privatization and commercialization globally (such as the United Nations, the Economic Cooperation and Development Organization (OECD), the World Water Council, the Global Water Partnership, the World Bank and the World Trade Organization).
Private sector participation in water management both in urban and rural water services and commercialization of water has been an agenda especially in the last two decades throughout the world and in Turkey as well. This process proceeds with the threats of “water shortage” and “waterlessness” which are based on neo-liberal ideology. It is suggested that water crisis would be solved only in case of water is managed in the market principle context, on the basis of several policies and reform proposals which seek to make private sector to participate in water management. In line with this argument, it has been sought recently to put into action globally neoliberal policies that are directed towards the commodification and marketization of water. Thus, several attempts and platforms are constituted with the support of multinational water companies at the global level. In this study, not only global water management and water policies but also international organizations (such as United Nations, Organization for Economic Co-operation and Development (OECD), World Water Council, Global Water Partneship, World Bank and World Trade Organization) that come to the fore through the privatization and commercialization of water are being examined.
