Abstract:

By considering the historical development, it can be seen that concept of democracy which bases the governence of the public by public itself, has been given different meanings depending on the level of progress of the societies in all Ş elds of the social life. Today, model of deliberative democracy has been started to be offered as an alternative model, especially by western countries. Model of deliberative democracy, which is similar to direct democracy, bases on establishment of institutions and legal norms and mıutual negotiations and participation in settlements of any disputes in the state.Deliberative democracy is said to be an ideal model, since it offers the opportunity to individuals and non-govermental organizations to take part in decision making progress. However, the possibility of this model’s implementation is quiet low given the main problems confronted by the states in the process of globalization and in the light of increasing population. Accordingly, the provision of this model as an alternative is striking in contemporary world. Under this framework, our study focuses on the notion and types of democracy with a special stress on the deliberative democracy. We endeavor to present the reasosns why this model is presented as an alternative model by the western countries and global conglomerates given the fact that it is ideally impossible to implement
