Terrorism is defined as any act or behavior that relies on coercion and the use of coercive force to terrorize individuals, groups or peoples and inflict physical, material and moral harm on them in order to achieve political, economic or social goals for a particular group or state. This is applied to Iraq where the phenomenon of terrorism has spread supported by regional and international actors employed by the United States of America in order to weaken Iraq and make it subservient to its foreign policy. It should be noted that the total number of terrorist operations carried out in Iraq amounted to be about (51829) terrorist operations for the period (2004-2018). the highest rate was recorded in 2008, as their number reached (8174) terrorist operations (16%) of the total during the same period. This is due to the weak performance of the Iraqi security forces, being newly formed on one hand, and the increase in the number of terrorist groups operating in Iraq due to the opening of the borders and the intervention of regional and international actors and their fueling of terrorism in the country on the other.
