Osmanlı yenileşme hareketleri, Lale devri ile başlamış, III. Selim ve II. Mahmud ile hızlanmış ve 1839’da Gülhane Hatt-ı Hümâyunu ile zirveye çıkmıştır. Her ne kadar öncelikle hukukî bir metin olsa da Gülhane Hattı’nın siyasî, sosyal ve kültürel alanlarda birçok sonuçları ortaya çıkmıştır. Yenileşme, bu ferman ile âdeta hukukî bir nitelik kazanmış, bundan sonra devletin resmi politikası haline gelmiştir. Her biri devlet adamı ya da asker kimliğine de sahip olan Tanzimat aydınlarına düşen ise yenilikleri halka ulaştırmak ve böylece meşru bir zemin meydana getirmek olmuştur. Bu noktada en etkili unsur gazeteler ile piyes, roman ve şiir gibi edebî eserler olmuştur. Resmi bir devlet gazetesi olarak yayın hayatına başlayan Takvîm-i Vekâyi’den sonra Türk gazeteciliği, Cerîde-i Havâdis ile yarı özel bir nitelik kazanmış ve ardından gelen diğer hususî gazeteler ile çeşitliliğini arttırmıştır. Bir kısmı sürgünde yaşayan Yeni Osmanlılar eliyle Londra, Cenevre ve Paris gibi Avrupa şehirlerinde neşredilen gazetelerin en etkili olanı hiç kuşkusuz Hürriyet gazetesidir. 1868 ile 1870 seneleri arasında 100 sayı olarak çıkarılan ve yazarları arasında Namık Kemal, Ziya Paşa ve Âli Suavi gibi önemli isimlerin bulunduğu Hürriyet’te en yoğun işlenen konulardan birisi de Şark Meselesi ve Devlet-i Âli’nin bu konuda izlediği dış politika olmuştur. Bu çalışmada Şark Meselesi’nin içinde telakki edilen Bulgar meselesinin Hürriyet’in sütunlarına nasıl yansıdığı ele alınacaktır.
Ottoman renewal movements started with the Lale Era, with III. Selim and II. Mahmud and reached and its peak with the Gülhane Hatt-ı Hümâyunu in 1839. Although it is primarily a legal text, the Gülhane Hattı has many consequences in political, social and cultural areas. Innovation, gained a legal character with this edict, and after that it became the official policy of the state. The task of the Tanzimat intellectuals, each of whom had the identity of a statesman or a soldier, was to convey the innovations to the public and thus to create a legitimate ground. At this point, the most influential factor has been newspapers and literary works such as plays, novels and poetry. After Takvîm-i Vekâyi, which started its publication life as an official state newspaper, Turkish journÂlism gained a semi-private character with Cerîde-i Havâdis. Diversity increased with other special newspapers that followed. The most influential of the newspapers published in European cities such as London, Geneva and Paris by the New Ottomans, some of whom lived in exile, is undoubtedly Hürriyet. There are important names such as Namık Kemal, Ziya Pasha and Âli Suavi among the authors of the newspaper, which was published in 100 issues between 1868 and 1870. One of the most intensely covered topics in Hürriyet was the issue of the Orient and the foreign policy pursued by the State of Âli in this sense. In this study, it will be discussed how the Bulgarian issue, which is considered within the Eastern issue, is reflected in the columns of Hürriyet.
