Orman yolları; ormanların ekonomik, ekolojik ve sosyal fonksiyonlarının yerine getirilmesi için kullanılan yüksek maliyetli alt yapı tesisleridir. Yol yapım maliyetini etkileyen en önemli iş kalemi kazı işleri olduğundan; kazı miktarları ve zemin sınıfları ihale sürecinde isabetli tespit edilmelidir. Uygulamada, orman yolu yapım ihalesi için gerekli olan yaklaşık maliyet cetvelindeki iş miktarları gözlemsel metotlarla tespit edilerek, proje hazırlanmadan 4734 Sayılı Kamu İhale Kanunu (KİK) kapsamında yol yaptırılmaktadır. Göller Bölgesinde (Isparta Orman Bölge Müdürlüğü) 2003-2008 yıllarında yapılan 43 adet orman yolunun yaklaşık maliyet, ihale ve ödeme evrakı incelenmek suretiyle bu çalışma gerçekleştirilmiştir. Çalışmaya konu olan orman yollarının ihale sürecinde tespit edilen iş miktarları ve maliyeti ile hakediş aşamasında tespit edilen iş miktarları ve maliyeti karşılaştırılmıştır. Bu karşılaştırmalarda çizelgeler, grafikler ve istatistiksel yöntemler kullanılarak bir değerlendirme yapılmıştır. Yürürlükteki KİK kapsamındaki ihale dosyaları incelenerek mevcut uygulamanın aksayan yönleri tespit edilmiş ve çözüm yolları sunulmuştur. İhale sürecinde tespit edilen maliyet ve kazı miktarları ile ödeme anındaki maliyet ve kazı miktarları arasında farkların olduğu tespit edilmiştir. Yol yapımı ile ilgili olarak teklif cetvellerinde yer alan iş miktarlarını sadece gözlemsel arazi keşifleri ile belirlemenin yeterli olamayacağı sonucuna varılmıştır. Yol yapımında zemin derinliğine ilişkin strüktürü belirleyecek modern yöntemler kullanılarak gerçekçi sonuçlar elde edilmelidir. Bunun için jeofizik yöntemlerden yararlanılabilir. Orman yolları yapımında proje ve ihalenin başarılı sonuçlanabilmesi için; kazı miktarları ve zemin sınıflarına dağılımının tespiti daha isabetli yapılmalıdır.
Forest roads are high-cost underground facilities used to fulfill the economic, ecological and social functions of the forests. Since the most important work pen mining work that affects the cost of road construction is; the mining amounts and soil classes should be properly identified in the tender process. In the application, the work amounts in the approximate cost quota required for the forest road construction tender are identified by observational methods, the project is carried out under the Public Procurement Act No. 4734 (PCC) before the preparation. This study was conducted by examining the approximate cost, tender and payment documents of 43 forest routes made in the years 2003-2008. These comparisons were evaluated using diagrams, graphs and statistical methods. By examining the tender files within the current KIC scope, the disadvantaged aspects of the existing application have been identified and solutions have been presented. In connection with the construction of the road, it was concluded that determining the work amounts included in the offer quotes only by observational land discoveries is not enough. Realist results should be obtained by using modern methods to determine the structure of the ground depth in the construction of the road. Geophysical methods can be used for this. In order for the construction of forest roads to be successful, the project and the tender must be successfully completed; the detection of the mining amounts and the distribution to the ground classes must be done more appropriately.
