Türkiye’de okul yöneticilerinin seçilmesi ve yetiştirilmesi konusundaki tartışmalar uzun yıllardır sürmektedir. Bu alanda etkili bir model geliştirebilmek için uluslararası öğrenci değerlendirmelerinde başarılı ülkelerin uygulamalarının tanınması yararlı olacaktır. Bu bakımdan öne çıkan Japonya, Güney Kore ve Singapur’un uygulamaları incelendiğinde, hizmet öncesinde okul yöneticiliğine hazırlık eğitimlerinin var olduğu, hizmet içerisinde de geliştirmeye yönelik çalışmaların varlığı göze çarpmaktadır. Japonya ve Güney Kore’de mesleki deneyim ön plana çıkmakta, Singapur’da ise öğretmenlerin kariyer gelişimlerinin detaylı olarak yapılandırıldığı ve mentorlük uygulamasının var olduğu anlaşılmaktadır. Türkiye koşullarına uygun bütüncül ve sürdürülebilir bir okul yöneticisi seçme ve yetiştirme modelinin geliştirilmesi, eğitim sisteminden beklentilerin karşılanması için zaruri bir ihtiyaç olarak görünmektedir. Söz konusu modelin geliştirilmesinde çağdaş uygulamalar ışığında eğitim yönetimi alanının araştırmacı ve uygulamacılarının işbirliği yapmaları en çıkar yol görünmektedir.
The debate on the choice and training of school managers in Turkey has been on a long way. It will be useful to recognize the practices of successful countries in international student assessments in order to develop an effective model in this field. When the practices of Japan, South Korea and Singapore are examined in this regard, the presence of work aimed at improving in the service is noted that there is preparatory training for the school management before service. In Japan and South Korea, professional experience is on the forefront, while in Singapore, teachers' career development is structured in detail and there is a practice of mentoring. The development of a comprehensive and sustainable model of selection and training of a school manager in accordance with the conditions of Turkey appears to be a major need to meet the expectations from the educational system. In the development of the model, in light of contemporary practices, researchers and practitioners in the field of education management appear to be the most beneficial way to cooperate.
There have been continuous discussions about the selection and training of school administrators in Turkey for many years. To develop an effective model in this field, it will be useful to know the practices of the countries which obtain successful results in international student assessments. Within this scope, the practices of Japan, South Korea and Singapore have been examined and compared to the practices of Turkey through analytical method based on literature. In Japan, South Korea and Singapore, pre-service training includes some courses related to school administration and there are attempts to include such courses in-service training as well. While professional experience comes into prominence in Japan and South Korea, Singapore attaches importance to the structuring of teachers’ career development and mentorship practice. In Turkey, while developing a model for the selection and training of school administrators, the practices of Japan, South Korea and Singapore in this field can be beneficial.
