Sanayilerin üzerindeki zaman, hız ve kalite baskısı git gide artmaktadır. Dijital dönüşüm çağında sanayiler arasındaki rekabet artık tedarik zinciri performansıyla ölçülmektedir. Performans metriklerin ölçülmesiyle zincirdeki problemler tespit edilerek iyileştirmeler yapılabilmektedir. Yukarıdan aşağıya ve aynı şekilde aşağıdan yukarı yönlü oluşturulan stratejilerin çakışmaması önemlidir. Bu bakımdan, karar vericilerin daha az riskle daha etkili kararlar verebilmelerini destekleyecek ve stratejik ve işletmesel unsurları entegre edecek bir yaklaşıma ihtiyaç duyulmaktadır. Çok karmaşık olan tedarik zincirinde performans metriklerinin doğru belirlenmesi en önemli adımlardan biridir. Çalışmada SCOR (Supply chain operations reference) modelinin en son sürümüyle performans metrikleri belirlenmiş ve ilk kez demiryolu sektöründeki bir firma verileriyle uygulama gerçekleştirilmiştir. Ortaya çıkan ilişkide yer alan metriklerin birbiriyle etkileşimleri korelasyon analizi ile belirlenmiş ve ilişki sayısallaştırılmıştır. İşletilen sermayenin geri dönüşü ve nakit çevrim süresinin tedarik zinciri performansında en etkin ilk iki metrik olduğu göze çarpmaktadır. Performans metriklerinin belirlenmesiyle firmalar arası kıyaslama yapabilen ve karar destek sistemleri için bir temel zemin oluşturan bir model oluşturulmuştur.
The pressure on time, speed and quality on the industries is increasing. In the era of digital transformation, competition between industries is now measured by supply chain performance. Measuring performance metrics can be improved by detecting problems in the chain. It is important that the strategies created from up to down and in the same way from down to up do not conflict. In this regard, an approach is needed to support decision makers to make more effective decisions with less risk and to integrate strategic and operational elements. The correct determination of performance metrics in the supply chain, which is very complex, is one of the most important steps. In the study, the latest version of the SCOR (Supply Chain Operations Reference) model determined performance metrics and for the first time implemented by a company’s data in the rail industry. The interactions of the metric in the emerging relationship are determined by the correlation analysis and the relationship is numerized. The return of the operated capital and the time of cash circulation are the most effective first two metric in supply chain performance. With the determination of performance metrics a model is created that can compare between companies and form a basic ground for decision support systems.

In the study, performance metrics were determined with the latest version of the SCOR (Supply chain operations reference) model. The interactions of the metrics in the relationship were determined by correlation analysis and the relationship was quantified. The return of operating capital and cash cycle time are the most effective metrics in supply chain performance of a railway company. In the study, a model that can make comparisons between the performance metrics and firms has been created.
