For an ideal existence and progress of civil society the existence of an impartial and democratic state is compulsory. Inde ed it can not be claimed that there exists a real civil society if there is not a democratic state. It is a reality that civil society can exist in an impartial and democratic state and hence contributes to the development of democracy. This hard relationship between civil society and democracy necessitates the limitation of state for both. This relatinship is a result of some functions like pluralism, participation and freedom of expression. These functions are fundamental roles of civil society in democracy on the other hand. However although civil society plays an important role in democracies they can face some problems. In countries that we can classify as democratic, especially for providing the fundamentla pillars in civil society and state relationship as the democracy is not fully absorved by both state and the civil society or because of the established political culture within society some problems can exist
