2000’li yılların ilk yarısından itibaren merkez ekonomi politikalarına paralel olarak inşaat sektöründe özellikle de konut inşaat sektörü hacminde kayda değer artış sağlanmıştır. Bu artışta ekonomi politikalarının yanı sıra planlama mevzuatı ile Toplu Konut Kanunu’nda yapılan yasal düzenlemeler önemli paya sahiptir. Tüm bu yeniden yapılanma ve düzenleme sürecinde konut piyasasının hedefinde orta ve üst gelir grupları vardır. Konut edinelebilirliği olanaklı kılmak amacıyla yapılan ve Mortgage Yasası olarak bilinen finansal düzenleme de orta ve üst gelir gruplarına odaklanmaktadır. Sununun piyasa konutları ile sınırlı olduğu bu ortamda, dar gelir gruplarının piyasa konutu edinebilmek için, yasanın belirlediği koşullarda, kredi alma ve kullanma olanakları neredeyse imkân dışıdır. Dar gelir gruplarının yeni konut sunusu içinden konut edinebilirliği, sunu miktarındaki ve çeşitliliğindeki dikkate değer artışa rağmen, hala önemli bir problemdir. Oysa temel olarak, yeni konut sunusuna dönük politikaların hem toplumun tüm farklı gelir gruplarının finansal olarak erişebileceği hem de sosyal çeşitlilik, kentin sunduğu iş, eğitim ve kentsel hizmetlere erişimde sosyal adaleti sağlayan yapıda olması hedeflenmelidir. Bu çalışmada, 2000’li yılların ilk yarısından itibaren yeniden şekillenen konut piyasasında, %20’lik gelir dilimlerine mensup hane halklarının yeni konut sunusu içinden 100 m2 standart kabul edilen bir konutu satın alınabilirlik düzeyleri ve bunun yıllar içinde nasıl değiştiği konut satınalınabilirlik indeksi ile ortaya konmuştur. Elde edilebilir veriye bağlı olarak, indeks 2006- 2014 yılları arasını kapsamaktadır ve indeks değerleri beş ayrı NUTS1 bölgesi için hesaplanmıştır. Indeks değerleri, belirtilen varsayımlar altında, artan konut sunusuna rağmen, dar gelir gruplarının gereksinimleri doğrultusunda mevcut finansal araçları kullanarak yeni konut sunusu içinden standart bir konutu satın alabilirliklerinin olanaklı olmadığını göstermiştir. Beş farklı NUTS1 bölgesi indeks değerleri yeni konut sunusundan konut satınalabilirlik düzeylerinin bölgelere göre değiştiğini de göstermektedir. Ayrıca, nüfus hareketlerinin daha etkili olduğu, dolayısıyla konut talebinin daha yüksek olduğu bölgelerde, indeks değerlerinin dar gelirliler aleyhine olması, bu konuda geliştirilecek politikalarda mekansal önceliklerin olduğunu ve politika kurgusunda yerel özelliklerin ihmedilmemesi gereğini ortaya koymaktadır. Özellikle, dar gelir gruplarının yeni konut sunusu içinden kendileri için uygun ve yaşanabilir konutlara erişebilirliği, mekansal farklılıklar, yerel özellikler, değişen konut fiyatı ve gelir düzeyine odaklanılarak planlama ve konut politikaları bağlamında tartışılmalıdır.
The volume of construction sector and housing construction in particular has been remarkably increased after the second half of the 2000s. Beyond economic policies, institutional and legal restructuring in the planning system, as well as in Mass Housing Law, has an important role on massive increase in housing construction. In this period, which is dominated by the market housing, housing construction not only increased in quantity but also the supply variety in housing types increased. Whether middle or high income groups are on the target of the supply market, however, low income groups are mainly ignored. Likewise, the Mortgage Law restricts low-income groups loan opportunities based on 20% pre-payment and 10 year long period for repayments. Consequently, new housing supply for low-income groups and low-income groups accessibility to housing ownership market has been a striking problem. This study investigates housing affordability in new supply according to different income groups. Income groups are represented by quintiles. An affordability index according to quintiles is developed in between years 2006-2014 for five NUTS1 regions in order to reflect the changing levels of affordability of those groups in years. Evaluations based on the varying index levels both for income groups in quintiles and geographic regions. Discussions were deepened by focusing on low-income groups' affordability levels.
