Abstract:

Language learning must be systematic, programmed and in a way that will address the four core language skills fields. It requires a systematic program for students who want to learn second language. This is done by certain organizations and organizations. The Turkish Maarif Foundation, which is one of these institutions, published a program called Teaching Turkish as a Foreign Language in 2020. This study examined the achievements of the reading and writing learning fields in the program published in 2020 at levels A2 and B1-B2. These fields of skills are needed to be able to understand the written culture of the target language and to be able to tell something with the symbols of the target language. In this study, it was sought to answer the questions whether reading achievements are equivalent to writing achievements, whether the hierarchy between achievements and whether reading and writing achievements in the program are equivalent. The results of the study were used by the document analysis when compared. In the program, the achievements in the fields of reading and writing have been found to be coherent and conform to the principle of reciprocity.
