Kamu harcamalarının önemli kalemlerinden bir tanesi transfer harcamalarıdır. Türkiye toplam bütçe harcamalarının yaklaşık % 55’ini transfer harcamaları oluşturmaktadır. Bu harcama kaleminden hangi gelir grubunun ne kadar faydalandığı ve bunun gelir dağılımına etkisi, üzerinde durulması gereken bir konudur. Bu çalışmamızda, bu konuları (ortalama) fayda yansıma analizleri ile anlamaya çalıştık. Kısmi denge analizine dayanan tüm dünyada uygulanan metodoloji ile fayda yansıma analizi hesaplanmıştır. Bu nedenle çalışmamızda belirli varsayımlar bulunmaktadır. Fayda yansıması hesaplanırken 2017 TÜİK Hanehalkı Bütçe anketi verileri temel alınmıştır. Çalışmanın sonucu, transfer harcamalarının genel itibari ile fakir yanlısı olduğu, ancak tarımsal desteklerin daha çok zengin yanlısı olduğunu göstermektedir. Buna ek olarak, burs kapsamında kamu kurumları tarafından verilen destekler de en düşük, orta alt ve orta gelir gruplarına yakın seviyede yansımaktadır. Transfer harcamaları toplu şekilde ele alındığında, en düşük gelir grup ile orta alt gelir grubu lehine yansıma olmaktadır.
One of the main points of public spending is the transfer spending. About 55% of the total budget expenditure is transfer expenditure. It is a matter that should be focused on how much the income group has benefited from this spending pen and how much it has impacted on the income distribution. In this study, we tried to understand these subjects (mediate) through benefits reflection analyses. Benefits reflection analysis is calculated with the methodology applied throughout the world based on the partial balance analysis. There are certain assumptions in our work. The benefit reflection is calculated on the basis of the 2017 TIK household budget survey data. The result of the study shows that the transfer spending is poor with the general reputation, but that agricultural supports are more rich. In addition, the support provided by public institutions within the scholarship reflects close to the low, middle and middle income groups. When transfer spending is handled collectively, low-income group and medium-low-income group are reflected in favour.
One of the significant parts of public expenditure is transfer expenditure. In Turkey, total transfer expenditure is approximately % 55 of the total budget expenditure. Which income groups are beneficiary from transfer expenditure and how much value of this expenditure are crucial issues that have to be dwelled on. In this work, we try to understand these issues by analyzing the average benefit incidence. Average benefit incidence which is calculated by prevalent method in the World, depends on the partial equilibrium analysis. Therefore this analysis has some basic assumptions. We use Turkish Statistical Institute 2017 Household Budget Survey data set to analyze average benefit incidence. The result of this work is that most transfer expenditures are pro-poor, however agricultural subdies are pro-rich. In addition to this result, the beneficiaries of the scholarships given by the public entities are equally distributed among less income, lower income and middle income groups. Totally, transfer expenditure incidences are equally distributed among the less income group and lower middle income group.
