Türkiye-Rusya enerji ilişkileri, Türkiye’nin artan enerji ihtiyacına bağlı olarak özellikle 21. yüzyılda gelişmiştir. Rusya, zengin enerji kaynaklarıyla Türkiye açısından önemli bir tedarikçi ülke haline gelirken, Türkiye ise hızla artan enerji ithalatıyla Rus ekonomisinin önemli bir gelir kaynağına dönüşmüştür. Kömür ve petrol alanında başlayan enerji ticareti, zamanla doğal gaz alanına taşınmış ve son olarak iki ülke, Türkiye’nin ilk nükleer enerji santralinin inşası için anlaşmıştır. Bu çalışmada genel olarak Türkiye-Rusya enerji ilişkileri karşılıklı bağımlılık kapsamında değerlendirilmektedir. Enerji ilişkileri, iki ülke arasındaki siyasi krizlerden belirli ölçüde etkilenmesine rağmen, ilişkiler genelde karşılıklı bağımlılık temelinde gelişmiştir. Bu kapsamda çalışmada ilk olarak karşılıklı bağımlılık yaklaşımı açıklandıktan sonra, iki ülkenin enerji politikaları ve enerji profilleri incelenmektedir. Daha sonra çalışmanın ana eksenini oluşturan Türkiye-Rusya enerji ilişkilerinin gelişimi ele alınacaktır. Çalışma sonunda yapılan genel değerlendirmede, Türkiye ve Rusya arasında enerji alanında karşılıklı bağımlılığı olduğu, ancak Türkiye açısından bu bağımlılığın Rusya lehine dengesiz bağımlılığa dönüşme riski taşıdığı sonucuna varılmıştır.
Turkey-Russia energy relations improved in connection with Turkey's increasing energy need in the twenty first century. With its rich energy resources, Russia was an important supplier country in terms of Turkey. With its increasing energy needs, Turkey has been an important income supply for Russia’s economy. Energy trade which started in oil and coal field moved to the natural gas field over time and finally, two countries have agreed to build Turkey’s first nuclear power plant. In this study, Russia-Turkey energy relations are generally evaluated in the scope of interdependence. Though energy relations were affected to a certain extent by the political crisis between two countries, it usually developed on the basis of interdependence. In this context, the two countries' energy politics and energy profiles are examined after interdependence approach is explained. Later, the development of Russia-Turkey energy relations which constitude the main axis of the study will be dealt with. In general evaluation at the end of the study, it is concluded that there is interdependence between Russia and Turkey but this interdependence carries transformation risk of imbalance dependence in favor of Russia in terms of Turkey.
