Serbest bölge uygulamaları, ülkelerin dış ticaret ve gümrük mevzuatlarında istisna veya muafiyetler yapmasıyla, birbirleriyle olan ticaretlerini geliştirmek ve kolaylaştırmak maksadıyla ortaya çıkmıştır. Dünyada serbest bölge benzeri uygulamalar yaklaşık 300 yıllık tarihe sahip iken Türkiye’nin gerçek anlamda serbest bölge macerası ise yaklaşık 30 yıllık bir geçmişe sahiptir. Dünyada serbest bölgelerin kurulma nedenleri ülkelerin gelişmişlik düzeylerine ve sosyo-ekonomik yapılarına göre farklı amaçlar taşımaktadır. Genellikle gelişmiş ülkeler sınaî, üretim ve istihdamlarını geliştirmekten ziyade ticaretlerini geliştirmek için bu bölgelere yönelmişlerdir. Buna karşın gelişmekte olan ülkeler ise ihracatı, üretimi ve istihdamlarını artırmak gibi amaçlar için serbest bölge uygulamalarına başvurmuşlardır. Gelişmekte olan Türkiye’de ise serbest bölgelerin kuruluşlarında ihracat, üretim ve istihdamı artırmak başlıca amaçlar olarak belirlenmiştir. Türkiye’de 1980’li yılların başından beridir faaliyet gösteren serbest bölgelerin belirlenen bu amaçları ne kadar gerçekleştirdiği ise merak konusu olmaktadır. Türkiye’de serbest bölgeler ile ilgili yapılan araştırmaların tümünde serbest bölgelerin istihdama etkisi üzerine bir çalışma yapılmamıştır. Serbest bölgelerle ilgili yapılmış olan bazı araştırmalarda ise istihdam konusundan kısaca bahsedilmiş ve istihdama etkisinin her şartta olumlu olduğu ifade edilmiştir. Bu çalışmada, Antalya Serbest Bölgesi örnekleminde, bölgede faaliyet gösteren firmaların yöneticileri ile derinlemesine mülakat yöntemiyle serbest bölgelerin istihdama etkisi incelenmiştir. Araştırma sonucunda ortaya çıkan sorunlar tespit edilerek serbest bölgelerin istihdamı artırmasını sağlayabilecek öneriler sunulmuştur.
Free-zone practices have emerged with the aim of developing and facilitating their trade with each other by making exceptions or exemptions in foreign trade and customs legislation. In the world, free area practices have about 300 years of history, while the true free area adventure of Turkey has about 30 years of history. The reasons for the creation of free regions in the world have different goals depending on the levels of development and the socio-economic structures of the countries. Often developed countries have turned to these regions to develop their trade rather than to develop their test, production and employment. Nevertheless, developing countries have applied to free territory practices for purposes such as increasing their exports, production and employment. In developing Turkey, the main objectives are to increase exports, production and employment in the organizations of the free regions. In Turkey, it is wondering how much the free areas that have been operating since the beginning of the 1980s have achieved these goals. There is no study of the impact of the free areas on employment in Turkey. Some research on free areas has been briefly discussed on employment and the employment impact has been positive in all conditions. In this study, in the example of the Antalya Free Zone, the employment impact of the free areas has been studied through a deep interview with the managers of the companies operating in the region. The research results have been identified and proposed suggestions that could help free areas increase employment.
