Günümüzde gelişmişlik düzeyi fark etmeksizin çoğu ülkenin mücadele ettiği sosyo-ekonomik sorunların başında işsizlik gelmektedir. Dünyada ve Türkiye’de, toplum ile bireyde gerek ekonomik gerekse psikolojik baskılar yaratmakta olan işsizlikle mücadelede hem yeniden istihdama dahil edebilmek için hem de işsiz kaldığı süreçte gelir desteği sunabilmek için çeşitli politikalar uygulanmaktadır. Türkiye’de işgücü piyasasının kendine özgü bir yapısı bulunmaktadır. Hızlı nüfus artışı ve iç göçler gibi etmenlerden dolayı işgücü arz fazlası vermektedir. Her ne kadar III. Beş Yıllık Kalkınma Planı’yla, işsizlik sorununun hızlı sanayileşme ve kalkınmayla çözülebileceği belirtilse de, hedeflendiği gibi tarım dışı sektörlerde istihdam artırılamamış, ağırlıklı istihdam tarıma dayalı olduğu için işsizlik oranları düşük seyretmiştir. 1980 sonrasında ise kalkınma planları doğrultusunda işsizlikle mücadele kapsamında çalışmalar yürütülse bile, dünya ekonomisinde meydana gelen krizlerin etkisi, Türkiye’de yaşanan siyasal sorunlar, kalkınma ve sanayileşmede hedeflerin tutturulamaması nedeniyle işsizlikle mücadelede başarı sağlanamadığı işsizlik oranlarına bakıldığında görülmektedir. Bu çalışmanın amacı, Türkiye’de işsizlikle mücadele kapsamında uygulanan pasif istihdam politika aracı olan işsizlik sigortasının, işsizlik üzerindeki etkileri analiz etmektir. Çalışmaya göre; Granger nedensellik analizi sonucunda işsizlik ve işsizlik ödeneği arasında çift yönlü nedensellik ilişkisi olduğu, ayrıca yapılan eşbütünleşme testlerinde uzun dönem eşbütünleşme de ise işsizlik ödeneğinin %20 oranında işsizlik oranını anlamlı olarak etkilediği ve pozitif yönlü ilişki meydana geldiği tespit edilmiştir.
Unless the level of development is noticed today, unemployment is the main social-economic problems that most countries are facing. In the world and in Turkey, there are various policies to be implemented in the fight against unemployment that creates economic or psychological pressures in society and individuals, both to be able to re-employ and to provide income support in the process of unemployment. In Turkey, the labour market has its own structure. As a result of the rapid growth of the population and factors such as domestic immigrations, labour supply increases. But the III. Though the five-year Development Plan indicates that the unemployment problem can be resolved by rapid industrialization and development, unemployment rates have not been increased in non-agricultural sectors as targeted, mainly unemployment is based on agriculture. After 1980, even if the work was carried out in the framework of the fight against unemployment according to development plans, the impact of the crises in the world economy is seen when it comes to the political problems in Turkey, the uncertainty of the goals in development and industrialization, and the unemployment rates that were not achieved in the fight against unemployment. The aim of this study is to analyze the impact of unemployment insurance, which is a passive employment policy tool implemented in the framework of the fight against unemployment in Turkey. According to the study, the Granger Cause Analysis found that there was a two-way causal relationship between unemployment and unemployment payments, and that long-term integration in the integration tests, while unemployment payments significantly affected the unemployment rate by 20% and that there was a positive relationship.
