Mülkiye, Osmanlı Devleti’nin modernleşme çabaları sonucunda kurulan öğretim kurumlarından biridir. Mülkiye’nin kuruluş amacı, bürokrasiye nitelikli personel yetiştirmek ve bu kişiler aracılığıyla kamu görevlerini çağın gereklerine göre yerine getirmek olarak belirlenmiştir. Kıbrıs Türk gençlerinin Mülkiye ile ilk tanışmaları 19’uncu yüzyılın sonlarında olmuştur. Bu dönemde çeşitli amaçlarla Anavatan’a göç etmiş Kıbrıs Türkleri, Mülkiye’de öğretimlerini tamamladıkları sonra Osmanlı bürokrasisinde görev almışlardır. Kıbrıs Türk gençleri Birinci Dünya Savaşı ve sonrasındaki yıllarda dönemin şartlarından dolayı Mülkiye’deki eğitim ve öğretimlerine ara vermek zorunda kalmışlardır. Kıbrıs Türk gençlerinin Mülkiye’de tekrar öğretime başlamaları İkinci Dünya Savaşı sonrasında olmuştur. Bu dönem, aynı zamanda Kıbrıs’ın uluslararası sorun olarak gündemde olduğu yılların da başlangıcını oluşturmuştur. Kıbrıs Türk gençleri, bu dönemde bir yandan Mülkiye’de öğretimlerine devam ederken diğer yandan da toplum direnişine katılmışlardır. Mülkiye’deki öğrenimlerini tamamlayan Kıbrıs Türk gençleri, Kıbrıs Türk toplumunun devletleşme sürecine önemli katkılarda bulunmuşlardır. Mülkiye’nin Kıbrıs Türk toplumunun devletleşme sürecine etkisini ortaya koymak amacıyla yapılan bu çalışmada Siyasal Bilgiler Fakültesi, Cumhurbaşkanlığı Cumhuriyet Arşivi ve KKTC Milli Arşiv ve Araştırma Dairesi’nde çalışmalar yapılmış, birinci ve ikinci elden kaynaklar taranmış, Kıbrıs Türk halkının devletleşme sürecinde önemli görevler üstlenmiş olan Mülkiye mezunu İsmail Bozkurt’la söyleşi yapılmıştır.
Property is one of the educational institutions established as a result of the modernization efforts of the Ottoman State. The purpose of the property is to train bureaucracy-qualified staff and through these persons to fulfil their public duties according to the needs of the age. The first meetings of the Cyprus Turkish youth with Mülkiye were at the end of the 19th century. During this period, Cyprus Turks who migrated to the Motherland for various purposes, after completing their teachings in Mülkiye, took office in the Ottoman bureaucracy. Cyprus Turkish youths have been forced to interrupt their education and teaching in Mülkiye due to the conditions of the period during the First World War and years after it. Cyprus Turkish youth began teaching again in Mülkiye after World War II. This period also formed the beginning of the years where Cyprus was on the agenda as an international issue. Cyprus Turkish youth, in this period, on the one hand continued their teaching in Mülkiye while on the other hand participated in the community resistance. Cyprus Turkish youth, who have completed their studies in Mülkiye, have made a significant contribution to the process of nationalization of the Cyprus Turkish society. In this study with the aim of revealing the influence of Mülkiye on the state-making process of the Cyprus Turkish society; the Political Information Faculty, the Presidential Republic Archive and the National Archive and Research Office of the KKTC were conducted studies, first and second-hand resources were scaned, the Mülkiye graduate Ismail Bozkurt, who took important tasks in the state-making process of the Cyprus Turkish people.
Mülkiye is one of the educational institutions established as a result of reform movements within the scope of the modernization efforts of the Ottoman State. Establishment aims of Mülkiye; is determined to train qualified personnel to the cadres in the bureaucracy and to fulfill public duties according to the requirements of the era through these persons. The first meeting of Turkish Cypriot youth with Mülkiye was towards the end of the 19th century. During this period, the Turkish Cypriots, who migrated to the Motherland for various purposes, served in the Ottoman bureaucracy after they completed their education in Mülkiye. For many years after the First World War, Turkish Cypriot youth had to stop their education in Mülkiye. The Turkish Cypriot youth started the education again in Mülkiye that coincided with the period after the Second World War. This period was also the beginning of the years when Cyprus was on the agenda as an international problem. During this period, Turkish Cypriot youth attended the community resistance movement while continuing their education in Mülkiye. Turkish Cypriot youth, who completed their education in Mülkiye, made important contributions to the nationalization process of the Turkish Cypriot community. In the study, which is carried out to reveal the effect of the knowledge and abilities obtained during their education in Mülkiye on the nationalization process of the Turkish Cypriot community; first and second hand sources are scanned, studies are carried out in the Faculty of Political Sciences and the Presidential Republic Archive, and a historical interview is held with İsmail Bozkurt, who played an important role in the nationalization process of the Turkish Cypriot people.
