Abstract:

In this study, Ali Rıza Pasha's government's policy towards Kuva-i Millliye was revealed by examining the Istanbul press of the time. After the Mondros Conflict against the occupations that occurred, the Kuva-i Millie, especially the Third Damat Ferit Pasha Government, has applied a pressure policy. But this government was not successful in its policy and was forced to resign on September 30, 1919 after the Sivas Congress. Following this government, the Ali Rıza Pasha Government was established on October 2, 1919, following a much more moderate policy towards Kuva-i Millliye. This change is not only a political victory from the point of view of Kuva-i Milly, but also important from the point of view of the beginning and course of the official relations between Istanbul and Ankara. Despite a positive policy followed by Kova-i Milly during the period until 3 March 1920 when the Ali Rıza Pasha Government resigned, it has made various attempts in time to control and even dismantle these forces.
