As the result of the referendum held in 2017 and the presidential elections in 2019, the parliamentary system has been placed by the Presidential Government System. Single ruling system has placed dual ruling system, as well as a governing structure where the President is the main actor. The president also became the main actor in terms of establishing public policy and introduced new actors in policymaking process. Policy councils and offices are included in the system as the new public policy actors in addition to the primary actors of executive, legislative and judicial organs and bureaucracy. Major authority and duties such as public policymaking, development and proposition are given to these new actors in the Presidency Government System. There have also been important changes to the roles of existing actors. Moreover, a new application tool called Presidential Decree has been introduced in the process of policymaking in addition to the new public policy actors. The aim of this study is to examine the change of public policy actors in the Presidential Government System. In this context, changes to the existing public policy actors, as well as the role and functioning of the new public policy actors in the policymaking process have been addressed.
