Türkiye’nin kırsal kalkınma politikaları AB’ye üyelik sürecindeki katılım müzakerelerinden oldukça etkilenmiştir. Bu müzakerelerin bir sonucu olarak AB’ye katılım öncesi dönemde, AB mevzuatına uyum sağlanması ve uyumlaştırılan mevzuatın uygulanması için gerekli idari ve kurumsal altyapının oluşturulması için 2007 yılında Tarım ve Kırsal Kalkınmayı Destekleme Kurumu (TKDK) kurulmuştur. TKDK uygulamış olduğu IPARD (IPARD I ve IPARD II) programlarıyla AB fonlarının etkin bir şekilde kullanılması görevini görerek kırsal kalkınmaya büyük bir katkı sağlamaktadır. Bu bağlamda çalışmada ekonomisi tarıma dayalı illerden biri olan Isparta’da IPARD I programından faydalanan firmaların desteklere ilişkin başvuru ve uygulama süreçlerinde yaşadığı problemler ve bu desteklerin bölge için yaratmış olduğu sonuçlar betimleyici istatistikler, ki-kare testi ve kruskal wallis testi ile incelenmiştir. 109 firmadan elde edilen anket bulgularına göre desteklere ilişkin başvuru ve uygulama süreçlerinde yaşanan problemlerin yüksek seviyede olmadığı, problemlere ilişkin yapılan değerlendirmelerin firmaların destek aldığı tedbir türlerine göre farklılık gösterdiği ve verilen desteklerin kırsal alanda tarım sektörünün gelişimine, istihdam artışına, gelir artışına, halkın becerilerinin gelişmesine katkı sağlayarak daha yaratıcı ve yenilikçi olmalarına katkı sağladığı sonucuna varılmıştır.
Turkey’s rural development policies have been greatly influenced by its participation negotiations in the EU membership process. As a result of these negotiations, in the pre-EU period, the Agriculture and Rural Development Support Agency (TKDK) was established in 2007 for the creation of the necessary administrative and corporate infrastructure for compliance with EU legislation and for the implementation of the harmonised legislation. Through the IPARD (IPARD I and IPARD II) programmes implemented by the TKDK, the task of efficient use of EU funds is to make a significant contribution to rural development. In this context, the problems that the companies benefit from the IPARD I program in Isparta, one of the agricultural-based provinces of the economy in the study, and the results that these supports have created for the region have been studied with illustrative statistics, ki-quar test and cross-wallis test. According to the survey findings obtained from 109 companies, the problems in the application and application processes relating to the support are not at a high level, the assessments of the problems differ according to the types of measures supported by the companies and the granted support contributes to the development of the agricultural sector in the rural area, the increase in employment, the increase in income, the development of the skills of the people, and the result is that they are more creative and innovative by contributing to the development of the agricultural sector in rural areas.
