Abstract:

Signal language is the language that hearing disabled people use to communicate. Signal languages are not used enough in the digital world. This situation has a negative impact on the ability of hearing disabled people to use their web pages effectively. In this study, a dynamic web page for hearing disabilities has been developed, supplementing existing websites designed for hearing disabilities serving in our country. With this web page developed, hearing disabled people have access to videos and video sharing made in the sign language through the web. The purpose of this study is to design a website that allows individuals with or not hearing disabilities to transmit the videos they record in the sign language online to the website, which allows persons with disabilities to watch online those who have been verified by the administration from the videos sent, and to evaluate the availability of the website, and to develop an application for users to transmit the videos they make in the sign language to the website folder.
