Engelli hizmetlerinin yerel ölçekte belediyeler tarafından verilmesi 1990’lı yıllardan sonra sosyal belediyecilik anlayışı ile yaygınlaşmış ve 2005 yılından itibaren yasal düzenlemeler yapılmıştır. Bu tarihten itibaren belediyelerin engelliler, yaşlılar, yoksullar, kadınlar, çocuklar gibi dezavantajlı gruplara sosyal politikalar bağlamında sundukları hizmetlerin niceliğinde ve niteliğinde artış görülmektedir. Bu düzenlemeler kapsamında sosyal bütçede engellilere yönelik hizmetlerin yürütülmesi ve engelli merkezleri oluşturulması, engellilere yönelik ayni ve nakdi yardımların verilmesi sağlanmıştır. Bu araştırmada, söz konusu anlayışa paralel olarak Türkiye’de yer alan otuz büyükşehir belediyesinin engellilere yönelik sunduğu hizmetler kapsamlı bir şekilde incelenmiş ve karşılaştırmalı bir analiz yapılmıştır. Sunulan hizmetler tespit edilirken büyükşehir belediyelerinin kurumsal internet siteleri ve bu konuda literatürde yapılmış çalışmalar detaylı bir şekilde incelenmiştir. Elde edilen verilerin analizinde; nitel araştırmalarda sıklıkla kullanılmaya başlanan MAXQDA programı kullanılarak içerik analizi yapılmıştır. Yapılan analiz sonucunda ise, belediyelerin hizmetlerinin belirli kategorilerde toplandığı ancak her hizmeti her belediyenin vermediği yani hizmetler bakımından eşit bir dağılımın olmadığı tespit edilmiştir.
The provision of disabled services by municipalities on a local scale has become widespread after the 1990s with the concept of social municipality and since 2005 legislation has been made. From this date, the municipalities have seen an increase in the quantity and nature of the services they provide to disabled groups such as disabled people, elderly people, poor people, women, children in the context of social policies. In the framework of these regulations, the implementation of services for disabled persons in the social budget and the establishment of disabled centers, equal and cash aid for disabled persons are provided. In this study, in parallel with this understanding, the services offered by the thirty metropolitan municipalities located in Turkey for disabled persons have been thoroughly examined and a comparative analysis has been made. The services offered were identified while the corporate websites of the major city municipalities and the work done in literature on this subject were detailedly studied. In the analysis of the data obtained, content analysis was carried out using the MAXQDA program, which is often used in quality research. The results of the analysis were found that the services of the municipalities were gathered in certain categories but that each service was not provided by each municipality, i.e. there was no equal distribution in terms of services.

Since this date, there has been an increase in the quantity and quality of the services provided by the municipalities to disadvantaged groups.Within the scope of these arrangements, it is provided to provide services for disabled people and establish centers for disabled people, and to provide in-kind and financial aids for disabled people. In this research, thirty metropolitan municipalities’ services to disabled people are examined in a comprehensive manner and made a comparative analysis in accordance with the social municipalism approach in Turkey. While determining the services provided, the websites of metropolitan municipalities and the studies in the literature on this subject were examined in detail. In the analysis of the data obtained; MAXQDA program was used.As a result of the analysis, it was determined that the servives provided by the municipalities were classified however there was no equal distribution among them.
