Uluslararası zorlu bir rekabetin yaşandığı günümüzde ülke, sektör, işletme ve birey düzeyinde büyük bir yarış bulunmaktadır. Bu yarışta ön sıralarda yer almak ve rekabet güçlerini artırmak isteyen tüm çevreler hedeflerine ulaşmak için bütün çabalarını bu konuya odaklamaktadırlar. Bu kapsamda, rekabet gücünün nasıl artırılabileceği konusundaki akademik çalışma ve faaliyetler artmakta, rekabet gücünü geliştirmeye yönelik birçok yapılanma ve programlar oluşturulmaktadır. Rekabet yarışının bu kadar kızışması bölgesel rekabeti ve şehir rekabetçiliği kavramını öne çıkarmış, şehirlerin ekonomik anlamda rekabet edebilirliği veya ne kadar rekabetçi oldukları tespit edilmeye başlanmıştır. Bu bağlamda yapılan çalışmada; il düzeyinde yayımlanan iller arası rekabetçilik endeksi (İRE) verilerinden yararlanılarak Elazığ ve komşu illerin rekabet gücü, çok kriterli karar yöntemleri arasında oldukça yeni olan ve birçok üstün özelliği olmasından dolayı en fazla kullanılan yöntemlerden birisi olan Promethee GAIA yöntemiyle analiz edilmiştir. Çalışmadan elde edilen sonuçlara göre; Promethee I kısmi sıralamasına göre Gaziantep ili diğer illere göre rekabet gücü olarak daha baskın ve kısmi önceliğe sahip gözükmektedir. Aynı şekilde Elazığ ilinin Erzurum iline göre, Diyarbakır ilinin Adıyaman iline göre rekabetçilik yönüyle daha baskın olduğu belirlenmiştir. Promethee II tam sıralamasına göre net üstünlük bildiren illerin birincisi Gaziantep ili olup, bu ilin ağırlığı pozitif iken Diyarbakır ilinin ağırlığı ise negatif olarak bulunmuştur. Gaziantep ili analizi yapılan iller içerisinde en yüksek net Phi puanına sahip il olup, bu ili sırasıyla Elazığ, Erzurum, Malatya, Tunceli, Diyarbakır, Adıyaman, Urfa, Bingöl ve Mardin illeri takip etmektedir. Analiz sonucu elde edilen bu sonuçların doğruluk ihtimali ise %83 olarak hesaplanmıştır.

For this reason, various comparisons are made at the level of country, region, sector, firm for international competitiveness, so that appropriate programs and strategies are sought to achieve competitive advantage. In this context, academic studies and activities on how to increase competitiveness increase, and many structures and programs are developed to improve competitiveness. Competition race so much heat has brought forward the concept of regional competition and city competitiveness. In this context, the competitiveness of Elazig and neighbouring provinces was analysed with the Promethee GAIA method, which is one of the newest but most used methods among ÇKKV methods, using the inter-provincial competitiveness index (IRE) data published at the provincial level. According to the results obtained from the study; According to Promethee I partial ranking, Gaziantep province seems to have a more dominant and partial priority in terms of competitiveness than other provinces. Likewise, Elazig province is more dominant in terms of competitiveness than Erzurum province and Diyarbakir province in Adiyaman province. The first of the provinces with a clear superiority according to Promethee II's full rank is Gaziantep and the weight of this province is positive while the weight of Diyarbakır is negative. Gaziantep province has the highest net Phi value among the provinces covered by the analysis, followed by Elazıg, Erzurum, Malatya, Tunceli, Diyarbakir, Adiyaman, Urfa, Bingol and Mardin, respectively. The accuracy probability of these results obtained as a result of the analysis was calculated as 83%.
