Abstract:

Mechanization in agriculture, which started to be experienced in Turkey since the 1940s, and the industrial breakthroughs that followed; Even today, it has brought with it problems that are waiting to be solved. One of the most important problems is the housing problem that has emerged with the migrations. In the 1950s, a rapid urbanization process was entered in the cities that received intense immigration, especially in the big cities. Problems have started to be experienced due to the increasing population of the cities and the inadequacy of urbanization policies. In the process from the increase in the rate of urbanization to the present day, the problem of slums has become visible in all cities and especially in big cities. As a matter of fact, slums (gecekondu) have become residences used by more than half of the population in cities for shelter in the 1990s. Shelter and housing problem are the important problems of the period. The solution that the migrating population found to the problem of accommodation was "slums". The reflex "zoning amnesties" developed by the state against illegal construction, which started to be experienced mostly after the industrialization process and has been continuing increasingly since then. The idea of preventing illegal and illegal construction with the zoning amnesties, the first of which was carried out for Ankara in 1948 and applied throughout Turkey as of 1953, did not succeed and illegal and illegal construction continued throughout the process. 19 zoning amnesties were issued for the slum problem, which is considered as one of the most important problems of Turkey. Issuance of zoning amnesties; It could not solve the problem of slums and accommodation. Zoning amnesties and problems could not be prevented from growing.. With this study, the zoning amnesties issued from the past to the present in Turkey are handled periodically and it tries to explain how the zoning amnesties are evaluated in the debates in the parliament.
