XIX. yy.da Tanzimat reformları çerçevesinde vergi alanında reform yapılması konusu gündeme gelmiştir. Bu amaçla devlet, gelirleri kontrol altına almak ve vergi mükelleflerini tespit etmek için ülke genelinde sayımlar yaptırmış; Tanzimat’ın uygulandığı bölgelerde yaşayanların sahip oldukları emlak, arazi, hayvan ve elde ettikleri ürün miktarları defterlere kaydedilmiştir. Temettuat Defterleri olarak adlandırılan bu defterler, XIX. yy. Osmanlı sosyal ve ekonomik tarihi açısından son derece önemli bilgiler ihtiva etmektedir. Bu çalışmada, H.1260-1261/M. 1844-1845 yılında Hüdavendigâr Eyâleti, Kütahya Sancağı Gediz Kazası’na bağlı bir köy olan Muhipler’in 7892 numaralı Temettuat Defterinden faydalanılarak, sosyal ve ekonomik yapısını ortaya koymak amaçlanmıştır. Böylelikle Batı Anadolu’da meskûn bir köy ölçeğinde XIX. yy. Osmanlı maliyesi hakkında bir değerlendirme yapılmıştır.
The XIX. In the framework of the Tanzimat reforms, the issue of tax reform has come to the agenda. For this purpose, the state has made calculations throughout the country to control the income and identify taxpayers; the property, land, animal and quantities of the products they obtain in the areas in which the Tanzimat is applied are recorded in the records. This book is called the book of the 19th. YY . It contains extremely important information in terms of social and economic history. In this study, H.1260-1261/M. In 1844–1845, Hydavendigâr Eyâleti was intended to reveal its social and economic structure, using the 7892 Temettuat Book of Muhipler, a village linked to the Kutahya Sancağı Gediz Kasas. Thus, in the West of Anatolia, a village is located in the scale of XIX. YY . A review was made on the cost of the Ottoman.
