Abstract:

The resettlement process is among the mandatory results of some activities. One of the most important effects of major development activities such as the Ilısu Dam and HEPP Project may be the displacement of people from where they have lived for years. This process can cause various social, economic and cultural problems as well as property-based rights problems. In this study, where the resettlement process was investigated in the example of the Ilısu Dam and HEPP Project, the findings were evaluated within the framework of the recommendations of the World Bank and OECD. The said institutions, to which Turkey is a party, have recommendations regarding resettlement. These decisions eliminate the negative effects of resettlement and demonstrate a people-oriented approach. Resettlement originating from the said project is carried out under the coordination of the General Directorate of State Hydraulic Works (DSI). DSI manages the resettlement processes within the framework of the Settlement Law No. 5543. It is understood that the findings regarding the resettlement process carried out under the coordination of DSI are far from carrying international standards and were carried out within the framework of narrow-scoped legislation.
