Poliheuristic teori, karar verme süreçlerini kavramlaştırmak için geliştirilmiş olan yenilikçi bir yaklaşımdır. Dış politikanın nasıl yapıldığına ilişkin bilişsel ve rasyonel düşünce okullarından çıkan görüşleri benimseyen bir yapısı vardır. Poliheuristic teoride karar vericiler siyasi olarak kabul edilemez karar seçeneklerini elimine etmektedir. Bu seçenekler karar vericilerin siyasi olarak hayatta kalmalarını tehdit eden seçeneklerdir. Birinci aşamada, tercih kümesinden belli alternatiflerin elimine edilmesi söz konusu olmaktadır Kararın bu telafi edici olmayan boyutunu karşılamayan politika seçenekleri elenir, karar verici daha sonra karar vermenin ikinci aşamasına geçer. İkinci aşamada, kalan seçenekler değerlendirilir ve analiz edilir. Finalde karar, seçilen seçeneğin beklenen faydasına göre verilmektedir. Poliheuristic teori, hem kazançları en üst düzeye çıkarma hem de riskleri en aza indirmeden faydalanmaktadır. Bu çalışmanın amacı Demokrat Parti’nin almış olduğu dış politika kararlarını anlamaya çalışmaktır. Bu amaçla Demokrat Parti’nin 1957 Suriye Krizi’ndeki karar verme süreci poliheuristic teori ışığında değerlendirilmiştir. Bu değerlendirme çerçevesinde DP’nin 1957 Suriye Krizi kararını belirleyen temel etkenin iç politik beklentiler olduğu sonucuna ulaşılmıştır.
Poliheuristic theory is an innovative approach that has been developed to conceive decision-making processes. It has a structure that adopts opinions from the schools of cognitive and rational thinking about how foreign policy is done. In the Poliheuristic theory, decision makers eliminate politically unacceptable decision options. These options are options that threaten decision makers to survive politically. In the first phase, it is about the elimination of certain alternatives from the preference set, the policy options that do not meet this non-compensative dimension of the decision are eliminated, the decision maker then passes to the second phase of decision making. In the second phase, the remaining options are evaluated and analyzed. In the final, the decision is made according to the expected benefit of the chosen option. Poliheuristic theory benefits both to maximize profits and to minimize risks. The aim of this study is to try to understand the outer policy decisions the Democratic Party has made. For this purpose, the decision-making process of the Democratic Party in the 1957 Syrian crisis was assessed in the light of the poliheuristic theory. In the framework of this assessment, the conclusion was that the main factor determining the 1957 Syria crisis decision was internal political expectations.
