Parti müfettişliği kavramı CHP’nin mevcut nizamnamesi çerçevesinde oluşturulmuş, hem parti örgütü üzerindeki denetimini sağlamak, hem de partinin halk ile olan ilişkilerinin değerlendirilmesi amacıyla oluşturulmuş bir müessesedir. 1931 yılında kaldırılmış, ancak 1935 yılında yeniden kurulmuşlardır. Parti müfettişlerine en çok üç vilayet bölgesi sorumluluğu verilmektedir. Müfettişler, görev yapacakları yerin dışındaki milletvekillerinden seçilmişlerdir. Yıda iki kez bölgeleri ile ilgili siyasi, sosyal, ekonomik ve benzeri durumlarla ilgili parti genel merkezine raporlar hazırlamışlardır. Muğla Mebusu M. Cemal Karamuğla 1940 yılında Artvin, daha sonra da Çoruh Bölgesi Parti müfettişi olarak görevlendirilmiştir. CHP’nin taşra teşkilatlarının denetlenmesi maksadıyla yaptığı teftişleri birer rapor halinde CHP’nin genel merkezine göndermiştir. Rize vilayeti ile ilgili teftiş raporlarında bölge insanının ve sosyo-ekonomik yapısıyla ilgili bilgiler de verilmiş, 1940-1944 yılları arasında Rize’deki siyasi, sosyal ve kültürel yaşam hakkında değerlendirmeler yapmıştır. Bu çalışmada Tek Parti dönemi müfettişlerinden Muğla Mebusu Cemal Karamuğla’nın Çoruh bölgesi teftiş raporları ışığında 1940-1944 yılları arasında hazırlanan raporlar ışığında Rize vilayetinin durumu değerlendirilecektir.
The concept of party inspection is a agency created in the framework of the current legislation of the CHP, both to ensure its control over the party organization and to evaluate the party’s relations with the people. They were removed in 1931, but rebuilt in 1935. Parliamentary inspectors are responsible for at least three districts. The inspectors are elected from the members of the council outside the place where they will be appointed. They have twice prepared reports to the party’s general center on political, social, economic and similar situations related to their regions. Muğla Mebusu M. Cemal Karamuğla was appointed Artvin in 1940 and later the Choruh Region Party Inspector. The inspections made by CHP for the purpose of monitoring the tachra agencies have been sent to the general center of CHP in a single report. In the inspection reports related to the province of Rize, information about the population and the socio-economic structure of the region was also provided, and the political, social and cultural life in Rize was evaluated between 1940 and 1944. In this study, the state of the Rize province will be assessed in light of the reports prepared between 1940-1944 in the light of Muğla Mebusu Cemal Karamuğla's Choruh region inspection reports.
