Abstract:

The aim of the study is to explore the impact of blockchain technology on public administration. To this goal, the existing and potential effects of blockchain technology on public services are revealed. The study is briefly limited to the examples of the United Kingdom, Estonia, South Korea, New Zealand and Israel countries called the D5 (Digital 5 Nations). The method of study is content analysis. The publications of the relevant persons and institutions, the contents of the corporate and open-access documents have been studied and analyzed. According to the findings, from the point of view of the basic functions of the state, it appears that blockchain technology has begun to be used in the performance of internal and external security, justice and justice functions. When assessed in the basic rights axis, it is estimated that by public authorities, blockchain technology may be a tool that enables solutions in the context of the right to live, the right to health, the right to privacy of private life and economic rights. When evaluated in the direction of public services, the conclusion is that blockchain technology enables the distribution of social aid, the receipt of passports, the execution of taboo registration processes, and the improvement of supply chain processes between the state and its stakeholders. As a result, in the D5 member countries, the interaction between the blockchain technology and the public administration has begun, especially with the use of blockchain technology in the provision of public services to citizens.
