Понятие город-государство и возникновение государств на протяжении вот уже долгого времени являются объектами научных споров. Однако, единственное на чем сходятся все ученые, так это на том, что первые города-государства появились в Месопотамии. С этой точки зрения, историческая глубина городского феномена в Месопотамии по сей день является предметом споров, и до сих пор неясно, каковы цели формирования городов и что является движущей силой. Хотя до недавнего времени было принято считать, что вместе с началом сельскохозяйственной деятельности человек привязался к земле и стал основывать сельские поселения, которые стали ядром городов, однако, после обнаружения Гёбекли-Тепе концепция образования городов приобрела иной окрас. Так, появилась версия о том, что города могли быть религиозно ориентированы и строиться вокруг храмовых комплексов.
