Siyasi partilerin kongreleri, partinin ve ülkenin sorunlarının görüşüldüğü, partilerin izleyeceği siyasetin belirlendiği, geniş kapsamlı toplantılardır. Bu kongreler, ülkenin kaderini etkileyecek bir boyuta da sahiptir. Çünkü partilerin kongrelerinde aldıkları kararlar, genellikle o siyasi partilerin ülke yönetiminde ya da muhalefette iken izleyeceği yol haritalarını da meydana çıkarır. Türk siyasi tarihinde oldukça önemli ve belirleyici bir yere sahip olan CHP de ülkenin tek parti ile yönetildiği 1923 ile 1946 yılları arasında, toplam olarak yedi kongre düzenlemiş ve Türk siyasi kültürü üzerinde etkisi olduğu söylenebilecek olan “Değişmez Genel Başkanlık”, “Milli Şef” ve “Kemalizm” kavramları, CHP’nin bu kongrelerinde ortaya çıkmıştır. Bu kavramlardan ikisi çok partili hayata geçilmesiyle birlikte gündemden düşmüş, sadece Kemalizm kavramı birbirinden farklı yorumlarla açıklanmış olsa da günümüze kadar sürekliliğini korumuştur
The congresses of political parties are large-scale meetings, where the issues of the party and the country are discussed, where the policy that the parties will follow is determined. These congresses also have a dimension that will influence the fate of the country. Because the decisions that the parties make in their congresses often make the road maps that those political parties will follow while in the country’s administration or in the opposition. The CHP, which has a very important and decisive place in the Turkish political history, also held seven congresses between 1923 and 1946, where the country was governed by a single party, and the concepts of "Unchanged General Presidency", "National Chef" and "Kemalism", which can be said to have an impact on the Turkish political culture, appeared in these congresses of the CHP. Both of these concepts have fallen out of the agenda with the transition to a multi-party life, but the concept of chemalism has been explained by different comments, but has retained its continuity until today.
Political conventions are the comprehensive caucuses in which issues regarding the party and the country are discussed and policies to be followed by the parties are established. Such conventions have an aspect affecting the country’s destiny. Because, decisions adopted by the parties in such conventions reveal the road maps to be followed that political party while it is the ruling or opposition party. CHP which has a significant and determinant role in the Turkish political history between 1923 and 1946 when the country was governed by a single political party held total seven conventions and the concepts “The fixed General Presidency” “National Chief” “Kemalism” which have an effect on the Turkish political culture were unveiled in those conventions of CHP. Two of these concepts fell off the agenda upon the transition to the multi-party system; just the concept of Kemalism has prevailed until today even though it was explained with various interpretations
