Siyaset ve devlet kavramı, felsefi, dini, hukuki vd. alanlarda geniş bir akademik ilgiye teorik düzeyde konu edilmiş, pratik düzlemde de tarih boyunca entelektüellerin ilgisini çekmiştir. Bu açıdan bakınca düşünce tarihimizde devlet ve siyaset kavramları, toplumsal örf-adet, devralınan gelenek, din ve hukukun her birinin öngörmüş olduğu çoğulcu normatif çerçevelerde hem teorik ve hem de pratik düzlemde tanımlanmış ve tartışılmıştır. Bu doktrinasyon, erken klasik dönemden itibaren Ahkâm-ı Sultâniyye adı ile tanımlanan zengin bir literatürel birikim ile siyasetnâme geleneğini üretmiştir. Oldukça zengin tercüme ve telif ürünlerle karşımıza çıkan bu gelenek, tarihsel olarak bir yandan kadim Hint ve İran, diğer yandan kadim Yunan siyasi tecrübe ve birikimine yaslanmaktadır. Çalışmamızın örneklemini, Bahrî Memlükler döneminin Şam’lı Hanefî hukuk bilgini ve başkadısı olan Necmeddin Ebû İshak Tarsûsî’nin (ö. 758/1357) Tuhfetü’t-Türk fî mâ yecibu en yu‘mele fi’l-mülk adlı eseri oluşturmaktadır. Edebi türü itibariyle salt olarak siyasetnâme geleneğine hasredemeyeceğimiz bu metin, daha çok siyasi pratikten hareketle devlet kuramına dair bir çerçeve sunmaktadır
