Abstract:

The soft power is based on the ability to shape the preferences of others. The sources of soft power consist of the values that a country is connected to in its internal and foreign policy, its practices and its culture in its foreign policy. Turkey is one of the most directly or indirectly affected countries of cross-border problems in the region where it is located. The international image of Turkey, which has made great efforts to deal with these problems, is much below what is desired. This study suggests a framework approach that can be successful for the application of public diplomacy in Turkey. This article discusses the contribution of Turkey’s use of humanitarian security as an instrument of foreign policy to both national security and image and international peace. Human security as a foreign policy mission is claimed to be able to turn the potential resources that Turkey possesses into a soft force by moving from the examples of Canada and Japan.
